Job Description
Position Title: Records Management and Quality Control Coordinator
Salary Band: Middle Managers/Coordinators
Status: Permanent Full-Time (2015-137/177)
Classification: Administrative
Reports to: Municipal Clerk
Department: CAO/Clerk’s Department
Location: Municipality of the District of Chester, 151 King Street (and satellite
locations)
Hours: Normally 8:30 a.m. to 4:30 p.m.

Key Roles:
Records Management:
Ensure that a records management program for the Municipality of the District of Chester is
implemented utilizing the AMA Records Management document as a template. Specifically this would
include:
Providing support and advice to Council in the adoption of a Records Management Policy for
the Municipality, utilizing the policy elements from the AMA Records Management document;
Developing records management procedures and protocols within Laserfiche that align with
the procedural elements of the AMA Records Management document;
Working with each Department to ensure all relevant documents and records are
appropriately filed into Laserfiche;
Developing protocols to ensure that document retention schedules are adhered to;
Provide support to the FOIPOP Administrator.

Develop and implement a work plan to achieve and maintain an ISO 9001:2015 designation for the
Municipality of the District of Chester. In conjunction with each Department, this specifically this
would include:
Developing a comprehensive list of all service areas for the Municipality;

Defining the stated purpose, outcome and evaluative criteria of each service area;
o
Documenting clear processes for each service area;
o
Developing operational procedures for each service area process, i.e. development
o
and implementation of a decentralized Purchase Order Module;
Developing an inclusive corrective and risk management program, including the
o
development of all related forms and procedures;
Developing an internal auditing process to ensure continued improvements to the
o
efficiencies and effectiveness of procedures and programs;
Developing a training program to assist all internal auditors;
o
Developing the initial internal auditing schedule;
o
Preparing for, and participating in, the ISO 9001:2015 external audit;
o
Ensuring any other requirements for the ISO 9001:2015 external audit are met.
o
Evaluate new versions of ISO as they are produced. Where deemed appropriate,
o
develop and implement a work plan for the migration of the QMS to the new version.
Qualifications:
The successful candidate will:
Possess a post secondary degree or diploma in a related field;
Ideally have knowledge and/or practical experience in records management, quality control,
ISO 9001:2015, and/or efficiency audits;
Be familiar with municipal government operations;
Possess strong verbal and written communication skills;
Be detail and task oriented;
Thrive in an environment that is largely self-directed.
