the Whole recommend to Council to approve the Region 6 Budget for the upcoming fiscal April 1,

2016-021 NO INTEREST IN SURPLUS DOTIR PROPERTY

the Whole recommend to Council to advise the NS Department of Transportation and Infrastructure
Renewal that Council has no interest the surplus property, a portion of Sherwood Road, as outlined

recommend to Council to approve the Grant Guidelines provided and discussed subject to the
modification to clarify the wording with regard to private membership organizations. CARRIED,
2016-023 ADOPTION OF POLICY P-87 SPONSORSHIP POLICY
MOVED by Councillor Church -Cornelius, SECONDED by Councillor Connors that the Committee of
the Whole recommend to Council to approve the adoption Policy P-87 Sponsorship Policy and give
notice that Council will consider final approval on January 28, 2016. CARRIED.
2016-024 WILD ROSE PARK MAINTENANCE AGREEMENT CONTRACT TERMINATION
MOVED by Councillor Veinotte, SECONDED by Councillor Armstrong that the Committee of the
Whole recommend to Council to terminate the Wild Rose Park Maintenance Agreement with the
Western Shore and Area Improvement Association. CARRIED.
2016-025 CANCELLATION OF FEBRUARY 11, 2016 COUNCIL MEETING
MOVED by Councillor Church -Cornelius, SECONDED by Councillor Armstrong that the Committee of
the Whole recommend to Council that the February 11, 2016 Council meeting be
cancelled. CARRIED.
2016-026 ANIMAL CONTROL SERVICES CONTRACT
MOVED by Councillor Myra, SECONDED by Deputy Warden Shatford that the Committee of the
Whole recommend to Council that Oceanmark K-9 Resort be awarded the contract for Animal
Control Services and Impound Facilities serving the Municipality of the District of Chester for a
period not to exceed five years. Further it is recommended that Council direct staff to prepare a
contract in accordance with the terms of the proposal call and authorize execution of said
contract. It is also recommended that staff prepare an inter -municipal agreement with the
Municipality of the District of Lunenburg. CARRIED.

POLICY P-87
Sponsorship Policy
1. Title
1.1. This policy is entitled "Community Grants Program/Sponsorship Request" and applies to
Members of Municipal Council and Municipal staff.
2. Purpose
Municipal Council strives to treat all organizations fairly and consistently and to share resources
throughout all areas of the Municipality.
2.1. The Municipality of the District of Chester (herein "MODC") offers support for leadership
development.
2.2. Through the provision of sponsorships, donations, and in-kind supports, MODC provides
support to programs and activities that;
a) encourage participation in the volunteer fire services, and
b) provide District -wide training opportunities for fire services
2.3. MODC recognizes the benefits of supporting events, festivals, and other sponsorship
opportunities. Sponsorships provide mutual benefits for the sponsor and the organization
receiving the sponsorship, allows for positive public relations and offers marketing, brand
development, tourism and economic development opportunities.
3. Authority
3.1. Authority is provided under Section 65, Municipal Government Act, as amended.

4. Eligibility
4.1. The following types of organizations are eligible for funding:
a) Charitable organizations (e.g. foundations and charities);
b) Global community service organizations (e.g. VON, United Way);
c) Membership based not-for-profit organizations that have a junior program (e.g. sport
clubs, associations). Programs or capital projects that benefit an organization's junior
program may be supported through the grant program; (amended Sept. 23, 2014)
d) Community based organizations (e.g. community halls, sport groups, recreation
groups, social groups).
e) Organizations advertising the opportunities of the municipality for business,
industrial and tourism purposes and encouraging tourist traffic,
f) Organizations involved in the promotion and attraction of institutions, industries and
businesses, the stabilization and expansion of employment opportunities and the
economic development of the municipality;
5. General Principles
5.1. Municipal Council sets funding limits and annual budget allotments for each grant
category.
5.2. Applicants shall complete the appropriate Municipal application form and provide the
requested documentation.
5.3. Applications shall be received throughout the year, and approved as the Sponsorship
Ad/Donation of Prizes Request budget allows and upon availability of prizes. Requests
shall be approved on a first-come, first -serve basis
5.4. Funding frequency is limited within each grant category.
6. Categories
A. Leadership
The purpose of the Leadership Training Fund is to financially support individuals or community
groups to develop their leadership skills in the areas of physical activity, sport, recreation,
volunteerism, and leadership
1. Applicants must reside in the municipality of the District of Chester.
2. Funding will be directly payable directly to a sponsoring organization and/or the supplier of
training.

3. The applicant must be willing to use the skills learned with the citizens of the Municipality of
Chester either as a volunteer or a paid position.
4. Funding will be provided for a maximum of 50% of registration costs.
S. Applications shall be approved and awarded by the Recreation Director. A report on all
Leadership grants awarded shall be provided to Council in an Information Report within 14
days of award.
6. Applications will be received throughout the year
B. Economic Development/Marketing/Public Relations
1. Sponsorship opportunities will be considered for events, advertising opportunities, or other
projects that provide financial or public relations value to the municipality
2. Must provide an opportunity to promote the economic development or tourism aspect of
MODC.
3. Organizations can request funding up to a maximum of $1500 to be approved and awarded by
the Senior Economic Development Officer. A report on all sponsorship grants awarded shall be
provided to Council in an Information Report within 14 days of award
4. Support will be distributed as widely as possible among the applicants throughout the year.
5. Funding requests in excess of $1500 will be required to complete a grant application form
which will be forwarded to Council for their consideration.
6. Applications will be received throughout the year
C. Fire Services
1. Sponsorship opportunities will be considered for the hosting of District -wide training
opportunities open and to the benefit of all Municipal Fire Departments.
2. Organizations can request funding up to a maximum of $1000,00 to be approved and awarded
by the Fire Services Coordinator. A report on all sponsorships awarded for District wide
training opportunities shall be provided to Council in an Information Report within 14 days of
award.
3. Funding requests in excess of $1000 will be required to complete a grant application form
which will be forwarded to Council for their consideration.
4. Support will be distributed as widely as possible among the applicants throughout the year.
5. Applications will be received on a quarterly basis.

ON MONDAY, JANUARY 18, 2016
2016-015 MOVED by Kevin Marczak, SECONDED by Suzanne Brown, that the minutes of
Monday, October 19, 2015 meeting of the Chester Recreation & Parks Committee be approved.
MOTION CARRIED.
2016-016 MOVED by Suzanne Brown, SECONDED by Kevin Marczak, that the Recreation
Committee recommend to Council that we give Kate MacKinnon of Chester $600 to
help cover her costs to attend the Snowboard Cross and Slalom PGS in Mt. Original,
Quebec from March 8 to 13, 2016. MOTION CARRIED.
2016-017 MOVED by Suzanne Brown, SECONDED by Kevin Marczak, that the Recreation
Committee recommend to Council that we give Adam Harvey of Hubbards $400 to
help cover his costs to attend the Soccer Nova Scotia Canada Games Under 17 Team
trip to Leicester, England from February 18 to 29, 2016. MOTION CARRIED.

Re: Open Pen Fin Fish Feedlots:
Attached find a letter to the editor in November 2015 re new aquaculture rules for NS. This was
following a press release in Lunenburg by Minister Colwell announcing changes to the
regulations. Changes that will allow aquaculture companies free access to coastal waters which
will have a negative effect on the environment, property values and tourism.
In addition, the product produced, be it trout or salmon, is unhealthy, in that, the feed is full of
antibiotics. The product is rinsed in chemicals to cleanse the fish from lice and has been sold
diseased. The promised jobs have never materialised.
I would recommend that this matter be discussed by council as the Premier and Minister Colwell
intend to open up coastal waters off Lunenburg County in the near future, Normally these farms
are placed on the lee side of islands. Mahone Bay with a thousand islands is prime territory.

New aquaculture.

ayle 'Wilson's article on "New wave of regula-
tions for aquaculture" in the October 28, 2015
paper is an excellent account of what was said
by .Minister Colwell in Lunenburg this week. Unfortu-
nately, what is not in the new regulations is of major
concern to local communities and consumers.
First of all, the new regulations encourage more
feedlot aquaculture along the Atlantic coastline in
other words, in bays and harbours such as Lunen -
burg, Mahone Bay and Chester The environmental
degradation to'these pristine areas will be severe, in
2015, millions of deceased trout and salmon were left
to rot in ocean net pens for months after they died
from extreme cold temperatures. Rotting carcases
were found on the rocks and shorelines in communi-
ties along the coast.
Secondly, the new regulations do not look into the
feed for; aquaculture sites. 'his is disturbing, in that
feed is laced with antibiotics to prevent disease. On
top of that, feed used in this industry includes pig
tails, chicken beaks and GMO grains, if it sounds dis-
gusting, it is. Some scientists warn girls and women
no to eat any ocean -raised farmed salmon. Before
harvest, feedlot fish are rinsed in a concoction of per-
oxide and pesticides to kill sea lice. Yummy!
According to Minister Colwell, watch for a new
aquaculture site in your community.` For me, be
aware that this environmental nightmare is on the
horizon,

I would like to start by introducing myself. My name is Hassen Hammoud. I open my first store
in Chester in 1987. I've been in Chester for 29 years and my business has grown to be a
successful one. I currently employ seven employees at Hammonds Kwik -Way. On January 18 1
had a meeting with the Senior Planer Bill DeGrace and Development Officer Heather Archibald
regarding the shipping container. I ask Heather how many complaints she received about my
shipping container and she said only one person made the complaint. I have between 2,000
customers in a week. I placed the shipping container late November and today is January 19,
that's around 10,000 customers and only one complaint.
When I found out that the Sears closed in Chester. I contacted Sears and I negotiated to take the
business and keep it in Chester. In 2013 1 brought Sears to Hammonds Kwik -Way. I had to hire
two extra employees to help with Sears. When I took over Sears it wasn't as busy as it is now. A
lot of people thought Sears left Chester and weren't aware that it was relocated to our store. The
business started to grow in the last two years. Our Sears location services people from Hubbards,
Chester Basin, New Ross and Western Shore. We are currently receiving large items. Customers
are ordering snow blowers, lawn tractors, home appliances and furniture. The Sears truck driver
was complaining that there wasn't enough room in my stock room. As you can see we needed a
storage area to accommodate Sears. I needed a quick solution. That is why I purchased a
shipping container. The shipping container has been very useful for holding Sears orders. It is a
lot easier when customers come to pick up their orders to just back up to the container and load
their orders.
I wasn't aware that shipping containers weren't allowed in Chester. I would like to keep my
container and I'm willing to work with the Chester Municipality. I can build a fence around the
container so it is not visible or do whatever it takes in order for me to keep the container. My
container is located at least 100 feet from the highway and is placed in the back of the building.
If I lose the shipping container I wouldn't be able to receive large orders from Sears and I would
have to limit to just receiving small catalogue orders, which mean less money. Our location also
facilitates Sears's returns. An item can be purchased at the Sears Home Store in the city and it
can be return at our location. We have customers returning fridges, stoves, washers, dryers and
we need an area to hold these appliances. Customers also reorder these items and they pick them
up at our store instead of driving to the city. Chester is about 45 min from Halifax. Ordering
from catalogue is a lot easier for our customers. My employees and Sears are content with the
way the shipping container is being used. The container is being use strictly for business. When
the orders are received they are placed in the container by Sears and my employees can located
the items with ease since there is more room.
I invested a great deal in purchasing the shipping container, I don't want to lose sales, because I
don't have the storage, I would like for the committee to please allow me to keep my container
and I would also like thank you for taking the time to hear my case and remember that I'm here
to work with you,

immeasurably to communities throughout the province;
