Gauthier, RCMP, Sgt. Tyson Nelson, RCMP APPROVAL OF AGENDA Moved by: Councillor MacLeod Seconded by: Councillor Brenan THAT the Committee approve the agenda as presented. Motion Carried 2. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict on any of the items on the agenda at this time. 3. APPROVAL OF MINUTES Moved by: Councillor Maguire Seconded by: Councillor Nelson THAT the Committee approve the minutes of meeting 07-23 as circulated. Motion Carried 4. DELEGATION Nothing new to report at this time. 5. POLICE SERVICE REPORT Alex Gauthier introduces himself as the newest officer in Sussex. Alex is in his first 5 weeks of service. 2 Sergeant Nelson reviews with the Committee the June and July 2023 statistics: June Files: - 256 Files created - 1 Youth file attempt of stabbing - 1 Break and enter attempt arrested - 8 Check stops - 2 Suspended drivers - 1 New scam of photos - 1 $5,000 sent in this scam - 54 Vehicle stops - 2 Sexual assaults - Attended the grad ceremony in 2023 -Attended the car show - 2 members participating at both the graduation and car show July Files: - 289 Files - 1 Overdose call - 1 Overdose call on other persons medication - 1 Group of teens smoking - 10 Drug related calls - 1 Break and enter in a business - 1 Break and enter in a residence - 2 Check stops - 2 Suspended driving - 1 Scam for photos - 2 Alcohol impaired driving - 1 Drug impaired driving - 5 Scam files (no property losses) - 1 Theft of gift cards (+$2,500) - 1 Attempt to secure nude photos - 2 ATV files in Ward 2 - 1 ATV file in Ward 1 (kids without helmets) - 43 Vehicle stops - 3 Gas thefts - 1 Drugs found at a motor vehicle stop - 1 Sexual assault - 1 Stolen ATV - 1 Stolen Car (key in vehicle) - 1 Theft of a backhoe - 1 Car stop - Drug related - 17 Radar checks on Magnolia Avenue - 2 tickets, 6 warnings - 8 Arrests for break and entering Sussex office front counter serving the public closed on August 7, 2023, and it is unknown for how long. A temporary position on Thursday this week. 3 Sgt. Marie -Eve Gingras is scheduled to be back to work on September 5, 2023. Two additional officers are scheduled to be added to the Sussex detachment, one in September, one in October. A third officer being sought but unscheduled. 6. ANIMAL CONTROL REPORT By-law Enforcement Officer Butcher indicates the Animal Control for July 2023 is pending. Administration will forward the July report once received. 6.a ANIMAL CONTROL OFFICER REPORT - 82 PARK STREET Moved by: Councillor Maguire Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council direct DPW Butcher to send a letter to the parties involved to commence a hearing at the next Protective Services meeting to review the 82 Park Street dog incident. Motion Carried 7. FIRE SERVICE REPORT 7.a IN TOWN CALLS - JULY 2023 Chief Reicker reviews the in town calls for July 2023 with the Committee. There were 6 calls in July 2023, 10 calls in July 2022. There were 91 calls year to date July 2023, 64 calls year to date in July 2022. 2 Alarm Response — Residential — Technical 2 Alarm Response — Comm/Ind — Technical 1 MVC 1 Hazmat 7.b OUT OF TOWN CALLS - JULY 2023 Chief Reicker reviews the out-of-town calls for July 2023 with the Committee. There were 10 calls in July 2023, 10 calls in July 2022. There were 55 calls year to date 2023, 79 calls year to date in 2022. - 1 Alarm Response — Residential — Technical - 3 MVC 1 Off Road Rescue - 3 Water Rescue - 2 Medical Assistance Grand total of 16 calls in July 2023, compared to 20 in July 2022. 146 grand total calls year-to-date, compared to 143 total calls for the same period in 2022. 4 7.c VOLUNTEER HOURS - JULY 2023 Chief Reicker reviews the report which indicated that the number of volunteer hours by fire service personnel for the month of July 2023 totaled 41 hours. Volunteer hours for the same period last year totaled 48 hours. Details of volunteer hours include the following: - 13 Monthly Meetings - 4 Officers' meetings 2 EMO radio 5 Certified courses - 17 Tours/Public events $678.14 cost equivalent of volunteer hours The volunteer hours for this year to date totaled 1,419.50 hours, and in the same year to date in 2022 were 914.50 hours. Total hours for fire calls in July 2023 are 212.00 hours in comparison to 225.00 hours for the same period in 2022. There were 2,280.00 total hours this year to date, and 1,649.00 hours for the same period 2022. 7.d SUSSEX FIRE DEPARTMENT OFFICERS MEETING MINUTES - JUNE 29, 2023 Chief Reicker reviews the meeting minutes of the Officers meeting held on June 29, 2023. Highlights gas detectors and vehicle reviews. 7.e SUSSEX FIRE DEPARTMENT REGULAR MEETING MINUTES JULY 06, 2023 Chief Reicker reviews the Sussex Fire Department regular meeting minutes held on July 6, 2023. Brief discussion on the minute's items. 7.f SUSSEX FIRE DEPARTMENT FIRE PREVENTION SAFETY REPORT JULY 2023 Chief Reicker files with the Committee the July 6, 2023, fire prevention and safety report. Highlights visits by day cares and summer tours. 8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT 8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE The Monthly Building Permit Report indicated that 18 permits were issued during the month of July 2023 with a total evaluation of $759,300 while 5 July 2022 permits were valued at $1,552,585 in Ward 1 and $200,000 in Ward 2. 8.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL Report to Council will be filed with Council at their regular meeting. 8.c BUILDING PERMIT ENFORCEMENT Building Inspector Butcher indicated that there is nothing new to report on this item at this time. 8.d ENFORCEMENT AND BY-LAWS 8.d.1 23 - 25 PETER STREET - PID 00263558 Construction has started with the entry way being rebuilt. When By-law Enforcement Officer Butcher spoke with the superintendent, he indicated they will be starting to focus on this building with more improvements to come. 8.d.2 102 PARK STREET - PID 00264606 No work has been started to date. An email was sent in July looking for an update on the property. BEO Butcher received a response on July 11, 2023. This property has been on the unsightly list since 2017, BEO Butcher reviewed a letter, looking for Committee's approval, to send to Twello to give them until September 30, 2023, to move forward or the Town will start the process of enforcing By-law #701-19 for maintenance and occupancy standards for residential properties within the town of Sussex. Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT the Committee recommend to Council that Council approve By- law Enforcement Officer Butcher to send a letter to the property owner related to maintenance and occupancy standards in accordance with By-law #701-19. Motion Carried 8.e BY-LAW ENFORCEMENT Nothing new to report at this time. 8.f GENERAL Nothing new to report at this time. 6 8.g REQUESTS FOR APPROVAL 8.g.1 NBBOA COMMUNICATION SKILLS COURSE Building Inspector Butcher reviews his recommendation to allow Shannon Graham to attend the NBBOA Communications Skills for Building Officials Level 1 Course set for October 24 to October 26, 2023 fora price of $1,137.43 including accommodations, meals, and conference registration. Moved by: Councillor Brenan Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council approve Shannon Graham to attend the NBBOA Communications Skills for Building Officials Level 1 course, the first of three courses from October 24, 2023, to October 26th, 2023, for a total price of $1,137.43 inclusive of HST. Motion Carried 9. BUSINESS ARISING OUT OF MINUTES 9.a TRAFFIC CALMING - BRYANT DRIVE CAO Hatcher reviews with the Committee the electric signage options that could be displayed in the areas in the Town where traffic calming measures are considered and the benefits of such signage. Lengthy discussion on the two options and the estimated costs of $15,000 to $20,000 per installation/location. The Committee requests administration to consider including one or two locations in the 2024 Capital Program. CAO Hatcher and DPW Butcher review the preliminary findings of the two traffic studies completed on Bryant Drive. Town administration has scheduled an additional traffic survey at locations on Bryant Drive once school commences on September 5th, 2023. 10. NEW BUSINESS 10.a 2023 RAIL SAFETY WEEK 10.a.1 2023 Proclamation CAO Hatcher reviews with the Committee the upcoming Rail Safety Week to be held the week of September 18th to 24th in 2023. The Committee requests this correspondence be forwarded to the August 21st Council meeting. 7 10.b IOM CHIEF REICKER - COMMON ROOM CHAIRS PURCHASE Chief Reicker reviews with the Committee the Department recommendation to replace the common room chairs at the fire station. Moved by: Councillor Brenan Seconded by: Deputy Mayor Wilson THAT the Committee recommend to Council that Council authorize the purchase of 6 chairs at a cost of $6,174.00 exclusive of HST from Sussex Home Building Design Centre. Motion Carried 10.c PUBLIC SAFETY MINISTER MEETING - RCMP Letter received and filed by the Committee. 11. PERSONNEL 12. ACCOUNTS Moved by: Councillor MacLeod Seconded by: Councillor Nelson THAT the Committee recommend to Council that Council approve for payment the Protective Services Committee accounts for the month of July 2023, totaling $31,581.23. Motion Carried 13. DATE OF NEXT SCHEDULED MEETING The next regular meeting is scheduled for Monday September 11, 2023, at 6:00 pm. 8 14.
