Motion Carried 2. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict of interest on any of the items on the agenda at this time. 3. APPROVAL OF MINUTES OF MEETING #07-23 Moved by: Councillor Maguire Seconded by: Councillor Milner THAT the minutes of meeting 07-23 be approved as circulated. Motion Carried 4. DELEGATIONS There were no delegations. 2 5. BUSINESS ARISING OUT OF MINUTES 5.a FUNDY TRAIL PARKWAY. There was nothing new to report at this time. 5.b SUSSEX POPULATION GROWTH STRATEGY: 5.b.1 COVENTRY WALK SUBDIVISION CAO Hatcher reviews with Committee the progress on Phase 2 and 3 of the Coventry Walk Subdivision. In Phase 2, all buildings are now occupied with the final unit under construction. In Phase 3, 9 residential units are in various stages of construction with the first unit being occupied as of August 15, 2023. One foundation is currently placed as well as another footing readied for foundation. Preparations have begun to install the concrete curb on the Bryant Drive extension and are expected to start the week of August 21, 2023. Asphalt base course will be priced and installed in September 2023. A Brief discussion followed. 5.c ELECTRIC VEHICLE CHARGING STATIONS CAO Hatcher reviews with Committee the participation with NB Power to install two (2) EV charging stations at the Jubilee Hall on Perry Street. CAO Hatcher reviews with Committee the equipment pricing received from Flo as well as the 2023 Participation Agreement for the NB eCHARGE Network. 5.c.1 2023 EV CHARGING STATIONS - FLO QUOTATION Moved by: Councillor Brenan - Vice Chairperson Seconded by: Deputy Mayor Wilson THAT Committee recommend to Council that Council approve the Flo quotation for the purchase of 2 level 2 EV Charging station equipment in the amount of $16,200.00 exclusive of HST. Motion Carried 5.c.2 eCHARGE NB - 2023 PARTICIPATION AGREEMENT Moved by: Councillor Milner Seconded by: Councillor Brenan - Vice Chairperson THAT Committee recommend to Council that Council authorize the Mayor and the Town Clerk to execute the 2023 Participation Agreement for Plug -In Charging Rebates for the Business Rebate Initiative Motion Carried 3 5.d FLOOD MITIGATION PLAN UPDATE There was nothing new to report at this time. 6. NEW BUSINESS 6.a KING' -S REGIONAL SERVICE COMMISSION 6.a.1 JULY 26TH, 2023 BOARD MEETING AGENDA Deputy Mayor Wilson reviews with Committee the issues discussed at the July 26, 2023 King's Regional Service Commission Meeting, A brief discussion takes place on the issues and formation of sub- committees of the RSC over the last month. A brief discussion on the various facilities examined for Funding by the Region. Deputy Mayor Wilson outlines the Sussex Regional Library has been recommended by the board for Regional Funding beginning in 2024. 6.a.2 LETTER FROM VALLEY WATERS - RECREATION COMMITTEE Correspondence has been received and filed by the Committee. 6.a.3 KRSC - JULY 2023 SOLID WASTE REPORT Correspondence has been received and filed by the Committee. 6.a.4 KRSC - PLANNING AND BUILDING REPORT JULY 2023 Correspondence has been received and filed by the Committee. 6.b CMHC HOUSING ACCELERATOR FUND APPLICATION 6.b.1 HAF - PER -APPLICATION REFERENCE GUIDE CAO Hatcher reviews with Committee the funding opportunity introduced by the Canadian Mortgage and Housing Corporation (CMHC) called the Housing Acceleration Fund (HAF) This funding opportunity is designed to address the housing shortage in Canada and the application portal is open across Canada to the end of this week. In Canada, 4 billion dollars has been set aside for the program with the potential for Sussex to be considered for an amount of up to $600,000 if approved. CAO Hatcher believes this program would be beneficial to Sussex to address our growth and development capacity for future growth. CAO Hatcher requests the Committee to Authorize the submission of a Funding Application on behalf of Sussex under the HAF Portal. It will be necessary initially to execute a CMHC Integrity Declaration as well as a CMHC Preliminary Attestation under the program. A brief discussion was held on the program and highlighted pre -application reference material guidelines. 4 6.b.2 CMHC INTEGRITY DECLARATION Moved by: Councillor Brenan - Vice Chairperson Seconded by: Councillor Maguire THAT Committee recommend to Council that Council authorize Town Administration to execute the CMHC Integrity Declaration on behalf of Sussex. Motion Carried 6.b.3 CMHC - PRELIMINARY ATTESTATION Moved by: Mayor Thorne Seconded by: Councillor MacLeod THAT Committee recommend to Council that Council authorize Town Administration to execute the CMHC Preliminary Attestation on behalf of Sussex under the HAF application portal.
