HomeMy Public PortalAboutDirector of Recreation & Parks_Job Description_2016-05-18 Municipality of the District of Chester Position Description Position Title: Director of Recreation & Parks Salary Band: Directors 2 /Senior Contributors Reports to: Chief Administrative Officer Status: Regular Full Time Location: 151 King Street, Chester (May be subject to change) Updated: May 18, 2016 Hours: Normally 8:30 am to 4:30 pm (Variable) Subordinate Staff: 1 Active Living Coordinator 1 Community School Coordinator 1 Community Coordinator 2 Administrative Assistants ________________________________________________________________________________________________________________ SCOPE Under the direction of the Chief Administrative Officer, the Director of Recreation & Parks promotes the vision of Chester Municipal Council, which is founded on the concept of community development. S/he is responsible for the development, coordination and continuity of recreational opportunities for residents of the Municipality. QUALIFICATIONS Bachelor of Recreation or Recreation Management.  Considerable experience in public relations work.  Academic training/experience in community development.  Excellent oral and written communication skills, strong interpersonal, problem solving and  organizational skills. Must be able to work both independently and as a team player.  SUMMARY OF FUNCTION Responsible for: 1.Manages all programs, services and facilities of the Municipality, including Forest Heights Community School, Aspotogan Consolidated Elementary School, Parks, Wharves, Trails, Skate Park and other recreational facilities. 2.Acts as advisor to the Chester Municipal Recreation & Parks Committee, Municipal Council and CAO on recreation matters. 3.Coordinates the provision of diverse recreational, educational and leisure services throughout the Municipality. 4.Acts as a resource person and facilitator to help community groups and individuals develop programs and facilities 5.Manages the hiring process, supervises and evaluates full and part time staff. 6.Develops and manages budget, based on Department goals and objectives. 7.Designs and develops policies and procedures for the Recreation & Parks Department. 8.Able to effectively utilize current technology in order to perform task and duties. 9.Develops request for proposals for the Department and assist community groups in the development of their RFP’s. Principle Duties and Responsibilities: 1.Develops budget based on goals and objectives. 2.Develops and administers policy. 3.Develops and manages human resources. 4.Encourages, develops and manages long and short term planning for all functions of the Department. 5.Acts as a liaison with regional, provincial and national government departments and agencies. 6.Develops and administers Municipal Recreation & Parks Grant Programs. 7.Determines training for Recreation & Parks Committee members and Recreation & Parks staff. 8.Works in close cooperation with the CAO and all other Department Heads. 9.Formulates general plans for program and facility development through evaluation of the recreational needs and interest of the community and by studying the effectiveness of the Department’s services. Facilities/Parks/Open Space: 1.Assists community groups with planning, designing of community parks and recreation facilities. 2 2.Deals with any land or facility issues that may affect recreation. 3.Administers Open Space subdivision policies. 4.Supervises the operation and maintenance of all areas and facilities under the Department’s control for optimum use in support of the community recreation programs. 5.Supervises the acquisition, planning, design and construction of recreation and park facilities under the control of the Department. 6.Assesses the municipal recreational and park facilities in view of the community’s demographics, and make recommendations as to the need for maintenance, renovation, expansion, addition, or deletion of such facilities. 7.Ensures that the use of municipal recreation and park facilities and services are properly coordinated and scheduled. 8.Investigates or causes investigations to be made into all complaints received regarding the quality or availability of parks and recreational facilities and services. 9.Ensures the development of maintenance standards for facilities, parks, trails and equipment and ensures they are implemented. Programming: 1.Ensures the provision of recreation programs for all citizens including youth, children, adults and those with special needs. 2.Ensures the development of year-round programs (Fall, Winter, Spring and Summer). 3.Incorporates all recreation program areas including craft, sport, music, dance, general interest, health, outdoor, etc. 4.Trains and hires instructors. 5.Ensures the promotion of programs through brochures, posters, media PR, etc. 6.Ensures the administration of fees. 7.Manages Program Budgets. 8.Supervises program staff. 9.Assesses the needs of communities. 10.Assists community groups with implementation of their programs. 11.Ensures inventory of program instructors is maintained. Community Development: 1.Acts as a liaison and establishes working relationships with various community organizations. 3 2.Acts as a resource for community groups, needs assessments, program and facility planning and development, volunteer training and recruitment. 3.Administers Council’s Grant Program and makes recommendations respecting the same and assists community Groups with grant applications and other sources of funding. 4.Provides volunteer recognition/training. 5.Trains individuals and group. 6.Links with tourism and culture. 7.Assists with new group formations. 8.Re-organizes established groups. 9.Problem solves, coaching. 10.Assists and advises community recreation groups and organizations at their request with the development and/or implementation of their programs. Leisure Education: 1.Counsels individuals on best use of leisure time. 2.Markets the benefits of recreation to Municipal Council, Recreation & Parks Committee, General Public and Specific Target Groups. 3.Supports Provincial and National leisure awareness initiatives. 4.Develops a leisure information network. Promotion of Recreation Services: 1.Ensures the publication of the Weekly Community Events Calendar and the quarterly Program Brochure that covers programs and activities for the entire Municipality. 2.Develops and implements a comprehensive Public Relations Strategy which utilizes appropriate media. 3.Ensures the development and circulation of information pamphlets and brochures. 4.Prepares Press Releases. 5.Advertises. 6.Promotes community workshops. 7.Ensures information reaches Community Groups, sports organizations, businesses, etc. are sent (i.e. mail-outs, email, fax, phone calls). 4 CONTACTS 1.Chief Administrative Officer 2.Municipal Council 3.Recreation Staff 4.Other Municipal Staff 5.Chester Municipal Recreation & Parks Committee 6.FHCS & ACES Staff 7.South Shore Regional School Board 8.Department of Community, Culture, and Heritage 9.Sport Organizations and Associations 10.Other Municipal Recreation Departments 11.Other Provincial Organizations (i.e. NS Trails Federation, Recreation Nova Scotia) 12.Community Groups and Volunteers 13.General Public 14.Local Businesses 15.Press *This Job Description is Subject to Change. 5
