HomeMy Public PortalAboutSolid Waste Working Supervisor-Wastewater Treatment Plant Operator_Job Description_Solid Waste_2016-07-01 Municipality of the District of Chester Position Description Position Title: Solid Waste Working Supervisor/Wastewater Treatment Operator Salary Band: Middle Managers/Coordinators Responsible to: Director of Solid Waste Status: Full Time Location: Kaizer Meadow Environmental Management Centre, Subject to Change Hours: Normally 7:30 am to 4:30 pm daily, Subject to Change Updated: July 1, 2016 Classification: Non-Administrative _______________________________________________________________________________________________________________ SCOPE The Working Supervisor/Wastewater Treatment Operator will be responsible for the daily supervision of all aspects of the site operations necessary as well as regular equipment assignment and regular duties. The Working Supervisor/Wastewater Treatment Operator is also responsible for the operation of the water and wastewater systems related to the leachate treatment system and septage lagoons at the Kaizer Meadow Environmental Management Centre. OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION 1. The Municipality of the District of Chester is committed to workplace safety and all employees are expected to actively participate in the Municipality’s Occupational Health and Safety Policy and Program and Occupational Health and Safety Legislation as well as Regulations of the Province of Nova Scotia. 2. The Municipality of the District of Chester complies with the Employment Legislation of Nova Scotia and all employees are also expected to act in accordance to the appropriate Legislation as well. QUALIFICATIONS Combination of education, training and experience, which provides the following knowledge, abilities and skills. Must be a certified wastewater collection and treatment plant operator with Wastewater Level II  and Water Level I. Page 1 of 3 Solid Waste Working Supervisor/Wastewater Treatment Operator (continued) Experience in the operation of water/wastewater treatment systems.  Knowledge of the occupational hazards involved and precautions necessary for the safe  operation of treatment systems. Ability to perform physical tasks under varying weather conditions.  Knowledgeable in the review and operation of computer systems, including SCADA used by the  supplier at the Kaizer Meadow Environmental Management Centre. SUMMARY OF FUNCTION Principle Duties and Responsibilities This is skilled work involving the safe and efficient operation and maintenance of the Kaizer Meadow Environmental Management Centre’s wastewater treatment plant, sewage treatment facilities and the maintenance of Municipal properties. The following is a general outline only of the duties and responsibilities involved in this position. It is not intended to be all inclusive or to limit the employee’s opportunity to use his/her own initiative to expand his/her capabilities beyond this scope and thereby his/her value to the Municipality. It is also not intended to limit the employer’s right to assign other duties. 1. Carry out all tests, such as chlorine residual tests, suspended solids, P.H., D.O., C.O.D., or any other tests as necessary. 2. Deal with enquiries and complaints from the public. 3. Conduct repairs and adjustments as required, seeking professional assistance when necessary. 4. Perform other sundry duties as assigned. 5. Assist in producing schedules of work and maintenance. 6. To collect and submit samples to accredited labs using approved practices. 7. Communicates with the supplier of integrated systems at the Kaizer Meadow Environmental Management Centre. 8. Conduct inspections of septage lagoons and leachate systems at Kaizer Meadow Environmental Management Centre and carry out routine maintenance and sampling. 9. Complete the necessary environmental sampling at Kaizer Meadow Environmental Management Centre (i.e. lagoons, leachate, and landfill). 10. Ensure that the physical resources of the Kaizer Meadow Landfill facility are properly maintained and operated in an efficient and effective manner. 11. This employee must recognize that he/she is a public servant and must use the utmost respect at all times when dealing with other staff, waste collectors and the general public. Ensure that the staff resources assigned to each area of the Kaizer Meadow Environmental Management Centre facility is fully utilized to work the infrastructure efficiently. 13. Assist the Director of Solid Waste regarding financial input in preparing annual budgets. 14. Ensure that the day to day operation of the Kaizer Meadow Environmental Management Centre are carried out in out in an effective and efficient manner, including seeking innovative methods and material to improve operations and safety. 15. Ensure that implementation and compliance of Occupational Health and Safety Regulations at the Kaizer Meadow Environmental Management Centre are carried out. REQUIRED EDUCATION AND EXPERIENCE 1.Supervising staff in an industrial setting. 2.Excellent interpersonal and communication skills. 3.Time management and planning. 4.Director or indirect experience with water management or erosion control or similar activity. 5.High school plus professional, technical, or trade certification. 6.Ability to understand and maintain various aspects of the landfill and leachate treatment systems. 7.Ability to understand, comprehend and obtain certification in courses relevant to the landfill operation; i.e. confined spaces, transportation of dangerous goods, first aid, etc. DESIRABLE EDUCATION AND EXPERIENCE 1.Experience in landfill operations, wastewater treatment, C&D management, and asbestos management or is willing to be trained. 2.Experience in water, soil, or air monitoring.
