CARRIED.” 3. NEW BUSINESS 6.1 Request for Decision – July 22, 2016 regarding Building Inspection Vacation Coverage from August 1-19, 2016 – Appointment of Building Inspectors. 7. ADJOURNMENT. APPOINTMENTS ARRANGED 9:00 a.m. Sherbrooke Lake Committee Presentation 10:00 a.m. Auditors In Camera following regular session under Section 22 of the MGA: Contract Negotiations/Wind Energy Project Council (continued) June 30, 2016 302 the rate for the Village Commission. There is a contract in place for fire service to the areas outside of the Village of Chester. The Budget and Area Rates were reviewed and a discussion was held with regard to the area rate proposed for the Village and Outside Areas ($0.047 per $100 of Assessment). It was agreed that funds should be put aside in a reserve for the Outside Areas if needed at a later date and it was suggested that the rate for the Outside Areas remain as it was for the 2015/16 Budget Year ($0.0648 /$100 of Assessment ). A motion of Council is required to set the Fire Area Rate for the Outside Areas. 2016-263 MOVED by Councillor Church-Cornelius, SECONDED by Councillor Veinotte that Council accept the 2016/17 Budget from the Village Commission of Chester and set the Fire Area Rate for the Village of Chester at $0.047 /$100 of assessment and the Fire Area Rate for the Outside Areas at $0.0648 /$100 of assessment. CARRIED. 6.2 Surplus Equipment Policy discussion. The CAO indicated that the Municipality currently has no Policy with regard to sale of surplus equipment. When the Capital Budget was discussed it was noted that there would be some equipment deemed surplus and the best practice to deal with surplus equipment is through the tendering process. It has become clear that a Policy should be approved by Council to establish a process and parameters for the tendering of surplus equipment. The surplus equipment recently tendered will go to highest bidder as per previous practice and staff was directed to develop a Policy with regard to the Municipality divesting itself of surplus equipment. 6.3 Request for Decision – June 23, 2016 – Water Quality Monitoring Committee (Mill Cove). It was noted that there had been a vacancy was on committee and the recommendation is to appoint Blake MacDonald and reaffirm the committee members already on the board. 2016-264 MOVED by Deputy Warden Shatford, SECONDED by Councillor Armstrong that Council appoint Blake MacDonald to the Water quality Monitoring committee, being a person with professional knowledge of the techniques of water quality monitoring and reaffirm the appointments of Kathy Gamache, Deputy Warden Floyd Shatford, Mary Ellen Clancey, John McNeil, and Chris Fourgnaud. CARRIED. 6.4 Letter dated June 21, 2016 from Chester Garden Club requesting release of funds donated to the Designated Community Project Fund on their behalf. MOTIONS REQUIRING APPROVAL OF COUNCIL FROM JULY 21, 2016 COMMITTEE OF THE WHOLE 2016-306 APPROVAL OF JULY 7, 2016 MINUTES 2016-307 RFP SUBMISSION NOT ACCEPTED – GOLD RIVER WESTERN SHORE SCHOOL BUILDING MOVED by Deputy Warden Shatford, SECONDED by Councillor Armstrong that the Committee of the Whole recommend to Council to refuse to accept the proposal from Heather Brooker regarding RFP T-2016-11 Purchase and Use of Gold River Western Shore School. CARRIED. 2016-308 OBTAIN QUOTE FOR DEMOLITION OF GOLD RIVER WESTERN SHORE SCHOOL BULIDING MOVED by Deputy Warden Shatford, SECONDED by Councillor Armstrong that the Committee of the Whole recommend to Council to direct staff obtain an updated quotation for the cost to demolish the school to present to Council and further that staff prepare a timeline and proposed action plan for the demolition of the school recognizing that the community has requested the demolition take place after children have returned to school in September. CARRIED. 2016-309 JOINT APPLICATION – AGE FRIENDLY COMMUNITY GRANT MOVED by Councillor Armstrong, SECONDED by Deputy Warden Shatford that the Committee of the Whole recommend to Council to authorize staff to move forward to submit a joint application with the New Ross Family Resource Centre (NRFRC) and the New Ross Community Care Centre Society (NRCCCS) and submit an Age Friendly Community Grant Application. CARRIED. 2016-310 WESTERN SHORE SEWER – FUNDS FOR SOLUITION TO VIBRATION PROBLEMS MOVED by Deputy Warden Shatford, SECONDED by Councillor Church-Cornelius that the Committee of the Whole recommend to Council to approve an unbudgeted amount of up to $15,000 net HST (Sewer Funds) and direct staff to further investigate and solve the problem of vibrations being experienced at a residence in Western Shore, reporting to Council if an exceedance is anticipated, for further direction. CARRIED. 2016-311 NOTICE OF INTENTION TO AMEND MOVED by Councillor Church-Cornelius, SECONDED by Deputy Warden Shatford that the Committee of the Whole recommend to Council its Notice of Intention to amend Policy P-20 Miscellaneous Fees Policy 2016-312 WAIVING OF TIPPING FEES – WSFD DERELICT HOUSE MOVED by Councillor Veinotte, SECONDED by Councillor Connors that the Committee of the Whole recommend to Council to waive tipping fees as requested by the Western Shore Fire Department for a derelict house being demolished. CARRIED. 2016-313 WAIVING OF TIPPING FEES – BURNED RESIDENCE MOVED by Councillor Veinotte, SECONDED by Councillor Connors that the Committee of the Whole recommend to Council to waive tipping fees, as per Policy P-20 Miscellaneous Fees Policy, and as requested by the community group East River Village Hall for a house belonging to a resident that burned down. CARRIED. 2016-314 DISTRICT 5 STREETLIGHTS MOVED by Councillor Church-Cornelius, SECONDED by Deputy Warden Shatford that the Committee of the Whole recommend to Council to approve the request of the from Western Shore & District Fire Department for street lighting changes/additions as follows: • 59 Crandall Road, Martins Point – move streetlight to the next pole (relocation). • Adelia Road (off Highway 3), Gold River – installation of a street light at the beginning of Adelia Road (new). • George Dorey Road, (off Highway 3), Western Shore – installation of a streetlight at the beginning of George Dorey Road (new). • Sewer Treatment Plant Facility, Martins Point – repair of street light near the bridge (repair). CARRIED. 2016-315 ADJOURNMENT MOTIONS FOR COUNCIL’S CONSIDERATION FROM TUESDAY, JULY 19, 2016 CHESTER MUNICIPAL RECREATION AND PARKS COMMITTEE 2016-302 APPROVAL OF MINUTES 2016-303 MOVED by Susan Larder, SECONDED by Adam Kaizer, that the Recreation Committee recommend to Council that we recognize the Special Olympics Athletes who won Gold Medals at a Council meeting and present each Athlete with a certificate. MOTION CARRIED. 2016-304 MOVED by Susan Larder, SECONDED by Adam Kaizer, that the Recreation Committee recommend to Council that we give John Fisher of Chester Basin $500 to help cover the costs for attending the Spalding Cup in Montreal, Quebec from July 7 to 16. Th a n k Y o u MUNICIPALITY OF THE DISTRICT OF CHESTER REQUEST FOR DECISION REPORT TO Municipal Council SUBMITTED BY Tara Maguire, Community Development Director DATE July 22, 2016 SUBJECT Building Inspection – Vacation Coverage ORIGIN Procurement Process - T 2014-013 & Council Motion 2014-541 ______________________________________________________________________________________________________________________ CURRENT SITUATION: Council has entered into memorandums of understanding with the Town of Wolfville and the Municipality of the District of Lunenburg for the provision of Building Inspection Services. In order to ensure that the Building Officials have authority to enforce the Building Code and our Building By-law they need to be appointed as Building Officials. RECOMMENDATION: To appoint the following individuals as Building Officials in the Municipality of the District of Chester for the period of August 1, 2016 to August 19, 2016: Ergin Nemburt Glen LaLacheur Brent Haase Amanda Fancy Mike Bevis BACKGROUND: Section 5 of the Nova Scotia Building Code Act, establishes Council as the body having responsibility for the administration and enforcement of the Act. It also requires that Council appoint a building official(s) to administer and enforce this Act in the Municipality. The Chief Building Inspector and Building Inspector are also appointed by Council to enforce the National Building Code Act and Regulations (Section 4, Building Code Act) and Municipal Building By-Laws within the Municipality of the District of Chester. DISCUSSION: Wolfville has agreed to provide an inspector for 3 days for the three weeks we require an inspector. Ergin Nembert will primarily provide this service, however, if he is unavailable they may need to send Glen LaLacheur. Both are Certified Level 2 Building Inspectors. MODL will provide an inspector one day a week. Brent Haase will primarily be the inspector providing this service, however, MODL has requested that Amanda Fancy and Mike Bevis be appointed in the event that Brent is not available.
