HomeMy Public PortalAboutFire Services and Safety Coordinator_Job Description_Community Development_2016-08-16 Municipality of the District of Chester Position Description Position Title: Fire Services and Safety Coordinator Salary Band: Middle Managers/Coordinators Reports to: Director of Community Development Status: Regular Full Time Location: Municipal Office, Subject to Change Updated: August 16, 2016 Hours: Normally 8:30 am – 4:30 pm (evening/weekend meetings as required), Subject to Change _________________________________________________________________________________________________________________ SCOPE The Fire Services and Safety Coordinator is responsible for the coordination of the Municipality’s functions concerning fire and emergency services within the Municipality. The position will also assist in the development of recommendations related to service delivery standards, funding formulas, infrastructure and capital planning, policy structure, and a long range business plan for fire services within the Municipality. This position is also responsible for coordinating the Municipality’s Safety Program, providing back-up for the By-law Enforcement Coordinator, and performing the role of Assistant Emergency Coordinator for the Town of Mahone Bay. This position is also responsible for providing fire inspection services as may be required to provide back up to the Municipal Fire Inspector. OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION 1. The Municipality of the District of Chester is committed to workplace safety and all employees are expected to actively participate in the Municipality’s Occupational Health and Safety Policy and Program and Occupational Health and Safety Legislation as well as Regulations of the Province of Nova Scotia. 2. The Municipality of the District of Chester complies with the Employment Legislation of Nova Scotia and all employees are also expected to act in accordance to the appropriate Legislation as well. QUALIFICATIONS Level I Fire Fighters qualification  Post-secondary education in the field of business administration or related field required.  Knowledge of fire services and standards, in particular the services provided by volunteer fire  departments with the Municipality. Page 1 of 6 Knowledge of National Fire Prevention Association standards and other relevant legislation and  regulations. Knowledge of computer operations.  Knowledge of / Training in Occupational Health and Safety Act and Regulations  Must possess a willingness to be trained.  Ability to write concise and complete reports.  Knowledge of Municipal By-laws and pertinent Provincial statutes  Public relations skills.  Maintain Special Constable Status under the Nova Scotia Police Act.  Experience, courses, or certification in the field of law enforcement or associated field considered  an asset. Level 1 Fire Inspection Certificate Special Knowledge and Skills Required: Valid driver’s license.  General knowledge of computer operations.  Requires a high level of communication skills both verbal and written.  Ability to work unsupervised.  Willing to work evenings or travel for meetings when required.  Must be willing to work in field when required.  SUMMARY OF FUNCTION FIRE SERVICES COORDINATOR 1. Standardize forms used by the fire departments (i.e. run sheets, check sheets, etc.) 2. Coordinate equipment servicing (i.e. breathing apparatus, resale tools, trucks, etc.) 3. Develop an Occupational Health & Safety program, including, but not limited to fit testing, medical testing and a wellness program. 4. Standardize and coordinate certain training requirements within the Municipality of Chester. Page 2 of 6 5. Assist the fire departments within the Municipality of Chester with their needs, questions, concerns and requests. 6. Assist in the identification of any deficiencies in the fire service within the Municipality of Chester and make appropriate recommendations. 7. Enforce the false alarm by-law (dealing with fire alarms and security alarms). 8. Represent Fire Services, as needed at the request of REMO. 9. Represent Fire Services on major Fire Services Associations e.g. FSANS, CVFSA 10. Coordinate standard group purchasing and other district programs. 11. Develop and manage Fire Services budget and assist in the development of shared budgets. 12. Assist with the Emergency Measures Organization when needed. 13. Assist fire departments with the assessment of long-range apparatus purchases. 14. Assist in the development of policies and by-laws, including, but not limited to ethics, Employee Assistance Program, and harassment. 15. Develop programs for recruitment and retention, fire prevention, etc. 16. Maintain statistics and records. 17. Maintain a communications program using the Fire Services website, newsletters, forums etc. 18. Carry out sundry duties as assigned. Examples of Duties: 1. Develop and prepare reports and recommendations with the Fire Advisory Committee and Council regarding a long-term plan associated with fire and emergency services in the Municipality. 2. Assist with coordinating training and skills building sessions for volunteer fire departments. 3. Review existing qualifications and training of volunteer firefighters and assist in the development of a training plan. 4. Manage the annual registration of municipal fire services providers and update the inventory of the existing fire and emergency services infrastructure in the Municipality including fire department buildings and halls, firefighting apparatus and associated capabilities, fire service communication equipment, other infrastructure, such as dry hydrants, air compression equipment, bunker gear, etc. 5. Research minimum/core standards and best practices of volunteer service provisions; special hazardous response capabilities; emergency measures capabilities, etc. within Nova Scotia along with a sampling of national standards and capabilities. Assist in the development of core service standard for volunteer fire departments and other emergency service providers related to service standards, special hazards, emergency measures response, etc. 7. Coordinate fire department grants including municipal, matching, insurance and others as required. 8. Attend Fire Advisory Committee meetings as required. 9. Other duties as assigned by the Community Development Director from time to time. SAFETY COORDINATOR 1. Working with the Joint Occupational Health and Safety Committee, responsible for developing, coordinating, monitoring and updating all components of the health & safety program and initiatives. 2. Organize and conduct training programs including but not limited to: WHMIS, Fall Protection, Personal Protection Equipment, and CPR/First Aid. 3. Working with Supervisors and Directors develops Hazard Assessment and Safe Work Practices and reviews on an annual basis. 4. Develops and maintains corporate health and safety statistical information. 5. Acts as a resource to departments and committees on health and safety issues. AECAC (MAHONE BAY) Prevention and Preparedness 1. Liaise with local emergency responders to address concerns/issues. 2. Support local unit responders in capacity building / maintaining efforts. 3. Perform local hazards analysis. 4. Work with local unit emergency responders to develop local contingency plans / procedures as required. 5. Develop and maintain local emergency resource lists. 6. Maintain up-to-date local contact lists and communicate changes to REMC. 7. Maintain local EMO budget. 8. Provide local unit emergency management training. 9. Maintain functioning local EOC Team. Page 4 of 6 10. Attend advisory meetings. 11. Attend Planning Committee meetings. 12. Participate in local and regional emergency management training. Response 1. Monitor Local REMO Notification situation. 2. May function as Municipal Emergency Site Manager during REMO Activation Level situation. 3. Respond to REOC during REMO Activation. 4. Notify Unit EOC team during REMO Activation Level. 5. Provide back-up response to other AECs (during absence or illness). Recovery 1. Performs local impact analysis. 2. Assists with development of local disaster recovery budget. 3. Support local recovery programs. BY-LAW ENFORCEMENT BACK-UP 1) Site Assessment/ Community Related Matters: a)Educate and provide information to the public regarding Municipal By -Laws and enforce Municipal By -Laws in order to ensure a safe environment for community members. b)Conduct site assessments regarding alleged By -Law violations and Municipal Government Act (MGA) violations. c)Discuss by-law requirements with involved parties and attempt to reach an understanding and obtain voluntary compliance. d)Document appropriate case file information while conducting site assessment and maintain detailed records 2) Legal Matters: a)a. Investigate By -Law offences to prepare for court proceedings and other dispositions of the matters. b)Lay charges before the courts (long form information), issue Summary Offence Tickets (SOT) or Municipal By -Law Tickets to individuals who violate Municipal By -Laws. Page 5 of 6 c)Represent the Municipality as a witness and appear in court and give testimony related to the prosecution of By -Law offenders. 3) Administration: a)Maintain, monitor, and analyze respective case files. b)Provide case file information and status through both oral and/or written communication. c)Maintain records of By -Law infractions, permits, etc. FIRE INSPECTION BACK UP 1)Provides fire inspection services as back up to Municipal Fire Inspector as required.
