1. APPROVAL OF AGENDA

THAT the Committee approve the agenda as presented.

2. DISCLOSURE OF CONFLICT OF INTEREST
No members present declared a conflict on any of the items on the agenda at
this time.
3. APPROVAL OF MINUTES MEETING #08-23

THAT the Committee approve the minutes of meeting 08-23 as circulated.

4. DELEGATION
4.a DOG ATTACK - 82 PARK STREET
Chairman Milner welcomes Cynthia and Matthew Devolder, owners of the
dog, Marissa Belding, mother of the victim, Jason Smith, victim, as well as
NBSPCA Inspector Hassen Riyaleh.
Chairman Milner requests the report of Animal Control Officer Riyaleh.
- Inspector Riyaleh received the file on June 4, 2023.
- Made a visit on June 6th, 2023

- Inquired on the vaccination records.
- Vaccinations had expired. Compliance order issued to get vaccinations.
- July 6th, 2023 - no vaccinations.
- Here today to discuss incident.
Town Compliance Officer
- No communication with dog owner.
- Other resident took letter to give to dog owner.
- Dog was aggressive during visit.
Marissa Belding addresses the Committee.
- Not present at the incident on Park Street.
- Picked up Jason and took him to the hospital.
- Over visiting when the dog attacked. Lunged at his face then bit his
back.
- Mark on his face that required attention.
- Medical expense - none noted.
Matthew and Cynthia were home at the time of the incident.
- Kids coming and going.
- Their dog did nothing.
- Has not bitten before until now.
- Dog had a shock collar.
- No commotion. Didn't see or hear anything
- Dog does have a town license.
- Rabies shot expired for a year. Cost prohibitor at this point given the
financial status of the family.
Number of questions from the Committee members.
Chairman Milner thanks all attendees.
5. POLICE SERVICE REPORT
Police report will be delivered to Committee of the Whole meeting on September
18, 2023.
6. ANIMAL CONTROL REPORT
By-law Enforcement Officer Butcher reviews with the Committee the July 2023
animal control report. Two complaints received.
No complaints in either Ward during the month of August 2023.
7. FIRE SERVICE REPORT
7.a IN TOWN CALLS
Chief Reicker reviews the in -town calls for August 2023 with the
Committee. There were 17 calls in August 2023, 10 calls in August 2022.
There were 108 calls year to date August 2023, 74 calls year to date in
August 2022.

7.b OUT OF TOWN CALLS
Chief Reicker reviews the out-of-town calls for August 2023 with the
Committee. There were 12 calls in August 2023, 25 calls in August 2022.
There were 67 calls year to date 2023, 94 calls year to date in 2022.

Grand total of 29 calls in August 2023, compared to 25 in August 2022.
175 grand total calls year-to-date, compared to 168 total calls for the same
period in 2022.
7.c VOLUNTEER HOURS
Chief Reicker reviews the report which indicated that the number of
volunteer hours by fire service personnel for the month of August 2023
totaled 46.50 hours. Volunteer hours for the same period last year totaled
188.00 hours.
Details of volunteer hours include the following:
- 12.00 Monthly Meetings
- 5.00 Officers' meetings
2.00 EMO radio
- 26.50 In-house training
- 1.00 Safety talks/ Fire drills/ Car seats
- $769.11 cost equivalent of volunteer hours
The volunteer hours for this year to date totaled 1,466.00 hours, and in the
same year to date in 2022 were 1,102.50 hours.

Total hours for fire calls in August 2023 are 314.00 hours in comparison to
289.00 hours for the same period in 2022. There were 2,594.00 total
hours this year to date, and 1,938.00 hours for the same period 2022.
7.d SUSSEX FIRE OFFICER'S MEETING MINUTES - JULY 27, 2023
Chief Reicker reviews with the Committee the Sussex Fire Officer's
meeting minutes from July 27, 2023. Highlighted the community
engagement.
7.e SUSSEX FIRE DEPARTMENT REGULAR MEETING MINUTES -
AUGUST 03, 2023
Chief Reicker reviews with the Committee the regular meeting minutes of
August 3, 2023. Staffing for the Balloon Fiesta and Flea Market
highlighted.
7.f SUSSEX FIRE PREVENTION - SAFETY EDUCATION REPORT,
AUGUST 2023
Chief Reicker reviews with the Committee the Fire Safety Education report
for August 2023.
- 3 Mobile fire prevention trailers. Looking forward to Sussex hosting one
of the trailers.
- October 8 -14th is fire prevention week in N.B.
8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT
8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE
The Monthly Building Permit Report indicated that 25 permits were issued
during the month of August 2023 with a total evaluation of $2,227,885
while August 2022 permits were valued at $1,632,601 in Ward 1, and
$2,050,000 in Ward 2.
8.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL
Report to Council will be filed with Council at their regular meeting.
8.c BUILDING PERMIT ENFORCEMENT
Building Inspector Butcher indicated that there is nothing new to report on
this item at this time.
8,d ENFORCEMENT AND BY-LAWS
8.d.1 23 25 PETER STREET - PID 00263558
Some construction started with the entryway being rebuilt. The existing
permit has expired and By-law Enforcement Officer Butcher requests
to begin the process of issuing a Notice to Comply as per By-law #701-
19 for maintenance and occupancy standards for residential properties
within the town of Sussex.

THAT the Committee recommends to Council that Council authorizes
town administration to begin the process of issuing a Notice to Comply
as per By-law #701-19 for maintenance and occupancy standards for
residential properties within the town of Sussex.

8.d.2 102 PARK STREET -- PID 00264606
No work has been started to date. The letter was sent last month and
received on August 19, 2023. The letter gives Twello to the end of
September 30, 2023, to move forward or the Town will begin the
process of enforcing By-law #701-19 for maintenance and occupancy
standards for residential properties within the town of Sussex.

10. NEW BUSINESS
10.a IOM CHIEF ROCKER - RESIGNATION CHAPLAIN VINCENT
Chief Reicker reviews with the Committee the resignation of Rev. Richard
Vincent as Chaplain and member of the Sussex Fire Department.
Moved by: Councillor Maguire
Seconded by: Deputy Mayor Wilson
THAT the Committee recommend to Council that Council accept with
regret the resignation of Chaplain Richard Vincent from the Sussex Fire
Department.

10.b IOM CHIEF REICKER - FIREFIGHTER RICHARDSON RESIGANTION
Chief Reicker reviews with the Committee the resignation of firefighter
Cody Richardson as member of the Sussex Fire Department.

Seconded by: Councillor Nelson
THAT the Committee recommend to Council that Council accept with
regret the resignation of Firefighter Cody Richardson from the Sussex Fire
Department.

10.c FIRE STATION DESIGN ASSESSMENT - ENGINEERING SERVICES
Chief Reicker and CAO Hatcher review with the Committee the design
services proposal received from Polyline Designs Inc. to review service
improvements to the Sussex Fire Department.
Brief discussion.

Seconded by: Councillor Bobbitt - Vice Chairperson
THAT the Committee recommend to Council that Council accept the
design proposal from Polyline Designs Inc. to review service improvement
to the fire station building in the proposed amount of $8,930.00 exclusive
of HST.

10.d PNB LETTER - EMERGENCY PREPAREDNESS
PNB letter related to emergency preparedness received and filed by the
Committee.
11. PERSONNEL
11.a EMERGENCY MANAGEMENT OPERATIONS GROUP - COVID PLAN
REVIEW AUGUST 2023
CAO Hatcher reviews with the Committee the recommendations of the
Emergency Management Operations Group related to changes to the
Town COVID protocols.
Lengthy discussion on the merits of working changes to COVID protocols.

THAT the Committee recommend to Council that Council accept the
recommended changes to the Town's COVID protocols as recommended

by the EMOG to lift all current protocols and rescind the COVID-19
Operational Plan.

THAT the Committee recommend to Council that Council approve for payment
the Protective Services Committee accounts for the month of August 2023,
totaling $14,330.12.

The next regular meeting is scheduled for October 16, 2023, at 6:00 pm.
