CURRENT SITUATION
The Brand Positioning Statement was contained in the Brand Book presented by
Sperry Design to Council on June 8, 2016.
It reads as follows:
The Municipality of the District of Chester is exclusive, naturally beautiful and
convenient for people seeking the best of Nova Scotia in one place.
The word “exclusive” caused concerns for some Councilors and as such, the
document was adopted with the condition that the positioning statement would be
discussed and finalized at a later date.
RECOMMENDATION
Council to adopt the following positioning statement:
The Municipality of the District of Chester is naturally beautiful with a balanced
lifestyle and convenient for people seeking the best of Nova Scotia in one place.
BACKGROUND
The Brand Book provides detail on the brand values which are the source from which
all aspects of the brand will flow and communicate clearly. Core values must be
simple, believable, real, and understood.
MODC’s core brand values are defined as follows:
Natural Beauty
The Municipality of the District of Chester is “a perfect slice of Nova
Scotia” when it comes to natural beauty and diverse landscape.
Pristine coastline, golden beaches, along with unspoiled lakes and

rivers, rolling farmlands, forests and the hundreds of islands of
Mahone Bay, including Oak Island and Tancook Island, are just a few of
the riches that lure people to this place. Many artists reside here,
inspired by the scenic beauty that surrounds them every day. As
MODC’s natural beauty is of such value to residents and visitors, the
municipality has taken a leadership role in preserving and keeping its
natural resources safe, beginning with the installation of a large wind
farm in New Ross.
Lifestyle
Those who live in, work in, and visit the Municipality of the District of
Chester treasure the quality of life that is found here. Its laid-back,
balanced, and quiet environment lets residents feel close to family,
friends and neighbours. It is a close-knit and supportive community.
All of the necessities and amenities, including shops, restaurants, arts
& culture and recreational opportunities, that major city centres
enjoy, are all found here. Plus, there’s the added bonus of MODC’s close
proximity to Halifax and Bridgewater for travel and business. With one
of the lowest tax rates in the province, housing and land are
affordable and available. The natural beauty and riches of MODC’s
many landscapes - from ocean and farmland to lakes, rivers and
forests - inspire the adventurous spirit, and foster a rural feeling of
peace, safety and tranquility that is worth its weight in gold.
Accessibility (Location! Location!)
Living, working and playing in the Municipality of the District of
Chester is all about ease of accessibility and location. Despite its
peaceful, simple, and rural lifestyle, the municipality and its people
enjoy easy access to a wide array of services and amenities, such as
local shops, restaurants, schools, cultural venues, businesses and
healthcare. Residents and visitors have access to the ocean as well as
the area’s various lakes, rivers and trails for recreation. MODC’s central
location in the province is ideal for residents and visitors and makes
travel and doing business easy, as the Municipality boasts close
proximity to Halifax and the International Airport. MODC is also close
to the Town of Bridgewater, and the Annapolis Valley.
The brand booked seeks to define what does MODC have that the others don’t?
What will make people want to live, visit and operate a business here?
The positioning statement must:
• define, clearly, what makes your municipality unique compared to
other municipalities on the South Shore, and Nova Scotia at large,

• put the MODC name and brand in the mind of existing and
prospective residents, visitors and business
operators/entrepreneurs, and keep it there, and
• tell the story of the Municipality of Chester, its value and its
benefits, to create a rapport with current and prospective
residents, visitors and businesses.
The Brand book states that the Municipality of the District of Chester...
is the embodiment of the South Shore. It holds all of the South Shore’s
offerings. Liverpool, Yarmouth and Mahone Bay may claim some of these
assets, but certainly not all of them. MODC, on the other hand, has all of
them. In essence MODC has the greatest concentration of riches in Nova
Scotia, for example:
• Beaches
• Farm Country
• Sailing
• Lobster
• Peggy’s Cove
• Arts & Culture
• People/Personality
• Oak Island (Mystery)
DISCUSSION
The word “exclusive” can mean many things.
1. not admitting of something else; incompatible: mutually exclusive plans of action.
2. omitting from consideration or account (often followed by of).
3. limited to the object or objects designated: exclusive attention to business.
4. shutting out all others from a part or share: an exclusive right to film the novel.
5. fashionable; stylish: to patronize only the most exclusive clothing designers.
6. charging comparatively high prices; expensive.
7. noting that in which no others have a share: exclusive information.
While it was meant to describe a feeling of specialness and describe an area with
attributes hard to find together in other locations, the literal definitions may not be
what the brand seeks to convey.
A well-conceived positioning statement has four components:
1. Define area (what are we): The Municipality of the District of Chester
2. Seeks to (what makes us unique): is exclusive, naturally beautiful and
convenient
3. For who (target market): people seeking

4. How the brand will deliver on (what they get): the best of Nova Scotia in one place.
The positioning statement could use a different word to evoke the concept that only
in MODC could you find the collection of attributes to those who seek the best of
Nova Scotia in one place. To highlight the brand value of lifestyle, the word balanced
could be used to describe this attribute.

place.”
3. Leave statement as is: “The Municipality of the District of Chester is exclusive,
naturally beautiful and convenient for people seeking the best of Nova Scotia in one
place.”

CURRENT SITUATION
Staff is working with the Village Area Advisory Committee in considering amendments to the
Municipal Planning Strategy and Land Use By-law in order to permit shipping containers in the
Chester Village planning area under certain conditions. Staff is requesting direction on the
intake of an application fee.
RECOMMENDATION
1. Request completion of application form and payment of the standard application fee for
MPS/LUB amendments of Mr. Hammoud prior to Public Hearing
BACKGROUND
The matter of shipping containers in the Chester Village Planning Area has been under
consideration by the Municipality following consideration of correspondence from Mr. Hassen
Hammoud to Council on January 28, 2016. Mr. Hammoud wishes to retain the shipping
container on his property. Rather issue a Summary Offence Ticket, Council requested further
study from staff.
DISCUSSION
At the time of writing, the most recent staff report was to be considered by the Village Area
Advisory Committee on September 20, 2016. Assuming acceptance of the recommendation,
proposed amendments would move forward to a Public Information Meeting for discussion,
before being recommended to CPAC. As this was a direction of Council to address the
regulations around shipping containers in the Village planning area, staff wishes to seek
direction from Council as to if an amendment application form and fee should be charged to
Mr. Hammoud.

CURRENT SITUATION
MODC has received a request from Canada post for a License Agreement which would enable
Canada Post to locate a Community Mail Box on the Gold River Western Shore School Property.
The License Agreement would have a term of 15 years and can be terminated by other party
with 6 months notice.
Canada post would be responsible for costs associated with maintenance of the Community
Mailbox, including snow removal, as well as any costs associated with removing the Mailboxes
if license is terminated.
RECOMMENDATION
That Municipal Council not approve the request for the location of a Committee Mailbox on
the Gold River Western Shore School Property at this time.
BACKGROUND
The request is to locate a Community Mailbox on the School Proeprty.
At the July 28, 2016 Council meeting, Council directed staff to arrange for the demolition of the
school property and committed to hold the land for community use.
Presently the School is being emptied of files and miscellaneous office equipment. Quotes are
being obtained for demolition so as to ensure preliminary estimates are accurate prior to
commencing demolition.
DISCUSSION
Council has agreed to demolish the GRWS School and keep the land for community use. At
present there is a playground on the property and the community will be working to consider
and propose possible uses of the parcel by the community.

SUBJECT: REQUEST FOR COMMUNITY MAIL BOX- GRWS
ORIGIN: Request from Canada Post – July 27, 2016
2 REQUEST FOR DECISION /Direction
Staff have concern that placing a community mailbox on the property at this point will may
eliminate possible options for the use of that portion of the site on which the mailbox would be
located. For example, a community mail box adjacent to playground equipment may pose
safety issues with children playing and traffic. Granted, such risks could be mitigated through
fencing etc, it is felt that prior to providing such a use on the site, Council may not wish to
restrict possible options or design of the site which a Community Mailbox may inadvertently do.
A Community Mailbox will undoubtedly be a compatible addition to a community area in which
community members congregate However, the design / layout of such a site would influence
where a Community Mail Box would be best located. It is recommended that until
consideration of site design/layout has been determined a Community Mail Box not be located
on the site.
