Minutes of Meeting of Committee of the Whole
August 21, 2023
6:30 p.m.
Present:
Councillor Maguire — Chairperson, Councillor MacLeod - Vice
Chairperson, Deputy Mayor Wilson, Councillor Nelson,
Councillor Brenan, Councillor Milner.
Absent: Mayor Thorne, Councillor Babbitt
Staff Present: Chief Administrative Officer, Scott Hatcher, Heather Moffett,
Treasurer, Tara Olesen, Town Clerk
1. Approval of Agenda
Moved by: Councillor Brenan
Seconded by: Deputy Mayor Wilson
THAT the agenda for this Committee of the Whole meeting be approved as
circulated.
Motion Carried
2. Disclosure of Conflict of Interest
No members present declared a conflict of interest on any items on the agenda
at this time.
3. Approval of Minutes July 17, 2023
Moved by: Councillor Nelson
Seconded by: Councillor MacLeod - Vice Chairperson
THAT the minutes of the Committee of the Whole meeting, held on July 17, 2023
be approved as circulated.
Motion Carried
4. Motions Arising out of Committee of the Whole
Chairperson Maguire noted that there were no outstanding motions arising out of
the Committee of the Whole.
5. Delegations, Petitions and Correspondence:

Chairperson Maguire noted that there was no business arising out of the
Committee of the Whole.
7. Works Committee
There were no items on the agenda for the Works Committee.

8. Community Services Committee
8.a Sussex Skating Club Grant Funding Support
The. Committee reviewed a memo from Community Services Director
Thorne regarding the Sussex Skating Club request to have Sussex
partner with them for their grant application to the Sussex & Area
Community Foundation for support for their Elvis Stojko workshop. The
Committee agreed to forward this item to Council through the Community
Services Committee.
8.b Sponsorship Request Rising Tides Festival
Chief Administrative Officer Hatcher reviewed a memo from Community
Services Director Thorne regarding a request from the organizers of the
Rising Tides Festival for sponsorship of $5,000 over the in kind support
provided by the town for the festival scheduled to take place in the
downtown core on October 21st. After lengthy discussion, it was the
recommendation of Chairperson Maguire that it be put to vote to forward
to Council through the Community Services Committee.
Moved by: Councillor Brenan
Seconded by: Deputy Mayor Wilson
THAT the Committee recommend to Council that Sussex provide a
sponsorship in the amount of $5,000 for the Rising Tides Festival taking
place in Sussex on October 21, 2023

9. Economic, Development and Long Range Planning Committee
There were no items on the agenda for the Economic Development and Long
Range Planning Committee.
10. Protective Services Committee
There were no items on the agenda for the Protective Services Committee.
11. Administration Committee
11.a IOM Treasurer Moffett - Quarterly Report
Treasurer Moffett presented to the Committee the quarterly report of
revenue and expenditures.
11.b Mayor's Chain of Office
The Committee reviewed a quotation from the International Coat of Arms
for a new chain of office for Sussex. The consensus of the Committee
was to move forward with a design and purchase of a new chain of office
for Sussex once the heraldic emblem is received.
11.c Summerfest Sponsorship Request
The motion made in the Administration Committee was not captured in the
report to Council therefore a new motion is required for support for the
Summerfest RCMP Musical Ride.

Seconded by: Councillor Nelson
THAT the Committee recommend to Council that Sussex be a silver
sponsor of the Summerfest RCMP Musical Ride in the amount of $500.

13. Date of Next Scheduled Regular Meeting - September 18, 2023
Chairperson Maguire noted that the next regular meeting of the Committee of the
Whole is scheduled for September 18, 2023
