UNDERTAKING TO ENABLE SUSTANE TO CUT AND CLEAR LAND
MOVED by Councillor Assaff, SECONDED by Councillor Barkhouse that Council approve and
authorize the Letter of Permission and Undertaking to enable Sustane to cut and clear land
related to the project being constructed at Kaizer Meadow Environmental Management Centre.

CURRENT SITUATION
The Municipality’s Water Quality Monitoring Committee recommends a third testing season for Fox
Point Lake. The preference is for a six-month testing season which commences in May 2017.
Therefore, early issuance of a Request for Quotation (April) is desirable.
RECOMMENDATION
Approve a pre-budget sum not to exceed $3,000.
BACKGROUND
The Municipality appointed a Water Quality Monitoring Committee in response to concerns pertaining
to perceived changes in water quality at Fox Point Lake. Two testing seasons (2015 and 2016), have
been successfully completed.
DISCUSSION
Water quality monitoring, based on a program designed by Bluenose Coastal Action Foundation in 2015,
involves a series of bi-weekly tests to assess the health of this water body. Proposed this year are five
stream-sampling sites and one deep-water site. Volunteer monitors resident in the Fox Point Lake area
conduct the testing following training, and under supervision.
The 2015 season ran for six months from May to October, which is the ideal season. In 2016 it ran from
June to October (five months). Early budget approval would present an opportunity to revert to the six-
month regime.
IMPLICATIONS
1. Policy
Water quality monitoring as an activity addresses the current MPS Policy 6.1.6: It is the
intention of Council to encourage land use and development in a manner that will preserve,
enhance and protect the natural environment and the living environment of the District of
Chester.

2. Financial/Budgetary
The 2016 monitoring season was cost-shared between MODC and the Aspotogan Heritage Trust
on an even split ($2,898 each). In discussions with Aspotogan Heritage Trust, staff believes this
level of support will continue for 2017.
3. Environmental
This project addresses a site-specific issue.
4. Strategic Plan
Goal 4: Strengthen and support environmental, cultural and social resources.
5. Work Program Implications
Staff co-ordination of this activity is required.
