HomeMy Public PortalAboutGIS Specialist_Job Description_Information Services_2016-09-30 Municipality of the District of Chester Position Description Position Title: Geographic Information Systems (GIS) / Data Management Specialist / Civic Address Coordinator Salary Band: Middle Managers/Coordinators Reports to: Director of Information Services Status: Full Time Location: 151 King Street, Chester (and various locations throughout the Municipality, and subject to change) Updated: September 13, 2016 Hours: 8:30 a.m. to 4:30 p.m., subject to change _______________________________________________________________________________________________________________ SCOPE This is a specialized position, which requires a broad technical knowledge of geography, geographic concepts, database development and data management concepts. This position works with various municipal departments to ensure that their needs for GIS products are met on a day today basis. The GIS Specialist determines requirements, and designs and prepares digital and hardcopy maps, performs spatial analysis, data analysis, interprets aerial photographs, and operates remote sensing interpretive equipment and geographic information and data management systems. The GIS Specialist provides GIS and database support to all Municipal departments, as well as preparing maps for all departments using GIS software. The GIS Specialist is responsible for the planning, organizing, and management of geographical information databases developed for Chester Municipality. The position is responsible for the development and coordination of the process to update and maintain the standards based, municipal geographic information databases (including but not limited to topographic data, property information, infrastructure data, street network file, administrative boundaries, development statistics, community profiles etc.). The position also coordinates the deployment of new geomatics technologies and other GIS related development in the organization. As well, this position produces quality custom mapping products and provides technical support in the area of GIS applications. QUALIFICATIONS AND RESPONSIBLITIES UNDER LEGISLATION 1. The Municipality of the District of Chester is committed to workplace safety and all employees are expected to actively participate in the Municipality’s Occupational Health and Safety Policy and Program and Occupational Health and Safety Legislation as well as Regulations of the Province of Nova Scotia. 2. The Municipality of the District of Chester complies with the Employment Legislation of Nova Scotia and all employees are also expected to act in accordance to the appropriate legislation as well. QUALIFICATIONS Advanced Diploma in Geographic Information Systems or equivalent.  Minimum 2 years’ experience working in a GIS environment.  Minimum 1 year experience working with ArcGIS product suites including ArcEditor, WrcGIS  Server, Database management including ArcSDE and various forms of programming language (ie: python, flex, etc.). Experience working in an SQL Databases considered an asset, Oracle, Unix and NT environments  is preferred. Experience working in a municipal environment is preferred.  SUMMARY OF FUNCTION 1 Principle Duties and Responsibilities: a. Group 1: Data Collection and Management i. Gather, analyze and maintain the Municipal Geographic Information System (GIS) from electronic sources to support GIS systems including but not limited to: Asset Management, Permitting Systems, External Databases and Services. ii.Determine needs requirements, functionality requirements, technology requirements and data for internal and external client base iii.On-going maintenance / creation of GIS datasets from all municipal asset categories. Actively pursues and contributes to data revisions/additions (as well as procedural issues) to meet growing demands on the Municipal GIS. iv.Conducting programmatic and manual analysis and creating reports and thematic maps based on the data within the GIS. v.Perform field work collecting GPS data and processing GPS data. vi.Provide technical support from Information Services Department to provide problem- solving assistance (including both technical and client issues) involving GIS applications. vii.Install, configure and test the Municipal GIS software and associated computer utilities. Ensure data meets Municipal standards, client needs and updates and maintains metadata in spatial databases. viii.Research, retrieve and distribute hardcopy and digital (GIS and CAD) information on behalf of Chester Municipal departments and outside agencies and constituents. ix.Preparation of Data Licensing Agreements in conjunction with the IT Services Director and other appropriate personnel. x.Prepare hardcopy and digital outputs, sketches, charts and tables for reports, internal/external applications and conferences. xi.Authority/Decision Making. 1. Decisions made without referring to supervisor: a.Decisions regarding corporate data design, construction, maintenance. b.Decisions regarding department and/or application support. 2. Decisions requiring referral to supervisor or manager: a.Decisions that affect department’s ability to do, or change their operation. b.Request for work that need to be set up as projects. c.Request for data that does not meet prescribed guidelines. xi.To develop written information about the organization’s computing GIS systems that aid in their development, use and support. To carefully document all processes for the purposes of disaster recovery.This information must be maintained as technologies and procedures evolve. Outputs will include a range of documents to be read by both technical and nontechnical personnel across all departments. xii.Other GIS/IT /Desk Top/Tier 1 support as required. xiii.Other duties as may be reasonably required. b. Group 2: Technical Support i.Working with a wide range of professional (including surveyors, engineers, planners, etc.) to develop priorities with respect to geographic data needs, and project planning. ii.Provide technical assistance to internal staff, consultants, contractors, other agencies and the public, both in the use and development of system applications and data applications. iii.Assist in the cross training of co-workers with respect to their individual GIS needs. iv.Writing of documentation for frequently used technical procedures. v.Develop geographic information and data management policies. 2 vi.Manage and advise on all GIS hardware, software, policies and procedures vii.Create and modify reports in permitting systems using Crystal Reports. c. Group 3: General i.Files records according to Policy (78) Records Management Policy. ii.Maintains imagery assets. iii.Provides analysis and interpretation of statistical and /or spatial data. iv.Updates and maintains mapping for all departments including, but not limited to, Municipal Planning Strategy Maps, Land Use By-law Maps, Service Maps, Fire District and Electoral District Maps and Civic Numbering Maps, etc. v.Prints copies of maps for all departments and for the general public. vi.Requirement for occasional travel within the municipality. d. Group 4: Team Work i.Works co-operatively as a team member with all municipal staff to ensure the delivery of quality service to, from and within the municipal organization. ii.Greets the general public in a polite, courteous and attentive manner and directs inquires promptly and efficiently to appropriate staff. iii.Works co-operatively in a team environment. iv.Recognizes the need for assistance and then asks for help or offer help. v.Offers constructive criticism. vi.Aware of and follows customer service standards. vii.Writes correspondence, reports and makes oral and graphic presentations. viii.Researches and advises of GIS applications. e. Group 5: Civic Address Coordinator Maintains the Civic Numbering System including: ii.Addressing Public Inquiries ii.Administration of the By-law No 139, Civic Addressing By-law including: i.Assigning Civic Numbers to new Buildings in accordance By-law No 139 ii.Overseeing Road Naming, Road Name Changes and Community Name Changes in accordance iii.Coordinating the notification of outside agencies regarding Civic Numbering changes iii.Maintains and updates the Nova Scotia Civic Address File i. COMPETENCIES a. Knowledge: i.Thorough knowledge of GIS concepts, and trends. ii.Thorough knowledge of Cartographic concepts, techniques and trends. iii.Extensive working knowledge of GIS (ESRI products) and GIS techniques (including but not limited to: 3D modeling, network analysis, data imports/exports, spatial analysis, ArcGIS Server). iv.Thorough knowledge of other geomatics technologies (e.g. GPS, etc.) 3 v.Thorough knowledge of database management concepts and relational database management technologies. vi.Good geographic knowledge of Chester Municipality. vii.Knowledge of the services provided by the municipality. viii.Knowledge of Remote Sensing and Remote Sensing techniques. ix.General knowledge of computer aided drafting (AutoCAD). x.Knowledge and understanding of programming and programming concepts. xi.Understanding of the systems development life cycle. xii.Understanding of geographic data practices, procedures, guidelines and standards. xiii.Good working knowledge of municipal GIS data integration. xiv.Understanding of business processes utilized in Chester Municipality. b. Skills and Abilities: i.Extensive interpretation skills with respect to municipal information (e.g. road and water networks, property information, etc.). ii.Ability to adhere to and improve upon GIS data standards. iii.Digital Airphoto interpretation skills are a must. iv.Ability to apply GIS concepts in a municipal environment. v.Ability to prioritize workloads and work under strict deadlines (project management skills). vi.Ability to work within Chester municipality’s current computer operating systems, local area network and Windows environment. vii.Ability to work within the SQL GIS environment. viii.Demonstrated proficiency in various computer applications (e.g., Word Perfect, Word, Lotus, MS Access, Adobe Photoshop, electronic permitting systems such as Town Suite Mapper, etc.). ix.Ability to use hardware such as plotters, printers, microfilm machines, CD burners and scanners. x.Strong data analysis skills. xi.Strong data maintenance skills. xii.Effective oral communication skills and the ability to write effective technical documentation. xiii.Demonstrated organizational skills in a GIS environment. xiv.Ability to formulate effective data management methodologies. xv.Ability to anticipate the GIS needs of the corporation and balance the interests of a variety of clients. xvi.Ability to lead others (in a training environment) and provide technical direction that fosters the development of a corporate vision. xvii.Ability to effectively exchange information; listen effectively; excellent interpersonal skills. xviii.Ability to recognize and value the benefits of a diverse workforce. xix.Ability to function effectively in a change management environment and under stress. xx.Acts with integrity; shows consistency, practices dependability and reliability; tactful; diplomatic and a high degree of initiative. xxi.Able to monitor service delivery and client satisfaction. xxii.Good problem solving skills. xxiii.Demonstrated project planning & management skills. 4 xxiv.Excellent customer service skills. xxv.Able to work with minimal or no supervision; self-motivated and time flexible. xxvi.Able to work independently and/or as part of a team. External – Work Assignment Contact i.Developers/Consultants: a.Providing maps; facilitating data queries; generating reports and data extracts. ii.Citizens: a.Providing maps; facilitating data queries on parcel & other municipal information. iii.Special Interest Groups: a.Providing maps; facilitating data queries. 3. Internal – Primary Contact i.Council, Specialty or Technical staff: a.Providing maps; facilitating data queries and sharing of data; generating reports, and data extracts. b.Consulting with staff to support technical research. c.Requesting staff assistance in order to address technical and data anomalies. ii.Supervisory staff: a.Receive work assignments; providing maps; facilitating data queries; assisting with administrative issues. iii.Geographic Information Technology Users: a.Providing an effective and efficient workspace for GIS users to develop, maintain and query data. b.Provide GIS applications in a timely manner. 4.
