5. REMO RADIOS
Heather MacKenzie-Carey, reviewed the Radio Room Assets as of March 2017 Report
(attached to the original minutes).
Ms. MacKenzie-Carey advised that a Radio Committee has been formed, made up of Frank
Leslie, Lunenburg County Amateur Radio Club; Al Cyples, Public Safety NS; and Arden
Weagle, AEC from the Municipality of Chester. The Province has provided four satellite phones
which can be used anywhere if all other communications are down. Other than the Town of
Bridgewater and the Municipality of the District of Lunenburg (MODL), who will share one
phone, each municipal unit will have a phone.
Chris Kennedy arrived at 1:39 p.m.
6. TRANSIT SUPPORT
Ms. MacKenzie-Carey discussed the Town of Bridgewater’s transit project. She commented
that she believed it would be a huge asset to REMO in case there were ever an evacuation,
especially for a seniors’ complex.
Councillor Thorburne reported that the Town of Bridgewater is considering a pilot project and its
good to know that REMO is in favor of the project. Mayor Devenne advised that the Town of
Mahone Bay has also been discussing public transit, and their most recent discussions were
that they support Bridgewater’s project.
7. DRAFT REMO 2017-2018 BUDGET
Ms. MacKenzie-Carey, reviewed the Proposed 2017-2018 REMO Budget Report (attached to
the original minutes) and noted that the proposed 2017-2018 budget is $86,000 which has an
overall decrease of $5,611 from the previous year.
Moved by Mayor Devenne, seconded by Mayor Bailey that the REMO Advisory
Committee recommends a total 2017-2018 REMO budget of $86,000 to partner Municipal
Units for approval. Carried unanimously.
8. REMO COORDINATOR MONTHLY REPORTS – NOVEMBER 2016 to
FEBRUARY 2017
Ms. MacKenzie-Carey reviewed her monthly reports for the months of November 2016 to
February 2017 (circulated with the agenda). She provided the following additional updates:
1. She attends monthly meetings for the upcoming Tall Ships/Folk Harbour Festival events
being held in the Town of Lunenburg this summer. These events could bring 10,000+
people to the Town per day. It will be a very big event and there will be opportunities to do
some evacuation plans and EOC planning.
2. She attended a Haz Mat meeting in Halifax on January 23, 2017. The discussion that day
was very focused on fentanyl.
REMO Advisory Committee 3 March 20, 2017
Moved by Warden Webber, seconded by Mayor Devenne that the REMO Advisory
Committee receive the Coordinator’s reports for November 2016 to February 2017.
Carried unanimously.
Discussion followed regarding the storm surge in February and how it caused a great deal of
damage. A suggestion was made that in future, Ms. MacKenzie-Carey be advised of any
infrastructure damage so she can keep an ongoing inventory.

CURRENT SITUATION
The proposed FY 17/18 Capital Budget includes the improvements to the aging Western Shore
Wastewater Treatment Plant (WWTP). The budget for this project was estimated at $1,555,000,
Net HST, which has not been approved to date.
RECOMMENDATION
It is recommended that Municipal Council:
Give pre-budget (2017-18) approval for the Western Shore Wastewater Treatment Plant
Improvements in the amount of $1,761,200 Net HST;
Award the Western Shore Wastewater Treatment Plant Improvements to Mid-Valley
Construction Ltd, Kingston, Nova Scotia in the amount of 1,462,718.13 Net HST, subject
to Mid Valleys acceptance of the reduced scope of work, as detailed.
BACKGROUND
During the FY 2015-2016, Staff with the aid of our previous Engineering Consultant, SNC Lavalin
Inc, worked on the design of improvements to the aging Western Shore WWTP. On June 26, 2016,
staff made application for Clean Water & Wastewater Funding (CWWF) based on the design and
cost estimate completed in FY 2015-2016. On August 29, 2016, Staff were informed that the
Western Shore WWTP Improvement Project was an approved project and would receive 75%
funding of the actual eligible costs incurred to a maximum of $1,598,030, net HST.
On November 24th, 2016, Municipal Council approved (Motion 2016-501) the issuance of a
Request for Proposals (RFP) for Engineering services, along with unbudgeted FY 16/17 and pre-
budgeted FY 17/18 expenses.
On December 16th, 2016, Municipal Council approved (Motion 2016-526) the award of Western
Shore WWTP Improvements Engineering Services, as proposed (i.e. design review, preparation

of specifications and construction management services), to Hiltz & Seamone, Kentville, NS in the
amount of $90,235 Net HST ($86,525 plus HST). The construction tender was prepared and issued
at the end of March 2017; closing on April 28th, 2017.
DISCUSSION
Three (3) tender packages were received and reviewed for conformity to the specification,
completeness and mathematical accuracy. Mid Valley Construction (1997) Limited (MVC) is the
lowest compliant bidder. They have the demonstrated experience and can complete the work
required as specified in the Tender.
MVC submission is significantly over budget, as detailed in the Submission Rev. spreadsheet.
Therefore, Staff and the Engineering Consultant reviewed the potential for reducing the project
scope without jeopardizing the projects goals, function or funding. It was confirmed with the
Municipal Solicitor that MODC can negotiate with the lowest compliant bidder, so long as those
items that are reduced or eliminated do not substantially change the project and no redesign is
required. Furthermore, MODC must consistently apply its reductions to all bids and not “cherry
pick” different items from each bid. It was also confirmed with the Dept. of Municipal Affairs that
funding will not be jeopardized, based on the reductions suggested.
The reductions can be broken down into two (2) categories, In-house and Future Capital Years.
The In-house work is to be completed this fiscal year and tendered for separately by Staff. The
work includes the construction of a new drilled well and water line, metal works for the
headworks and over flow weir, and the replacement of the existing rotor. The value of this work
is estimated to be $ 72,000 net HST. The work to be completed in future capital years is associated
with the supply and installation of sludge dewatering equipment, a coverall building, upgrades
to the existing clarifier and a back-up power generator. The value of this work is estimated to be
$ 728,600 net HST. The details for this analysis are contained in the Submission Rev. – Phasing
spreadsheet. After the consistent application of reductions, MVC remains the lowest complaint
bidder.
We have been in contact with MVC to discuss the reduced project scope, we are awaiting their
response. The reduced scope of work is detailed in the Submission Rev. Reduce Scope
spreadsheet. The value of this reduced scope is estimated to be $ 1, 689,200 net HST.
