SCOPE
Under the direction of the Director of Solid Waste to carry out all programs relating to recycling, to maintain
programs, assist in developing new programs, administrator the waste collection contract in conjunction
with the Director of Solid Waste, to ensure the contract is being dealt with accordingly to assist the public
in any problems they may have in relation to recycling, composting, or any other program the Municipality
deems worthy. Assist in general office administration, keeping files, monthly billing, and keep accurate
records, accounting when required, assist with budget preparation, attend meetings of Recycling
Coordinators with the Province in order to stay current with all changing legislation, ideas and new
programs implemented by the DOE. Assist with day to day landfill operations such as site audits, daily
record keeping, maintaining safety program, soil, water testing as per operational permit and any other
duties as required, pertaining to landfill operations.
OBLIGATIONS AND RESPONSIBILITIES UNDER LEGISLATION
1. The Municipality of the District of Chester is committed to workplace safety and all employees are

and Occupational Health and Safety Legislation as well as Regulations of the Province of Nova Scotia.

and all employees are also expected to act in accordance to the appropriate Legislation as well.

Education Requirements:
• High School Diploma.
• Secretarial/Office Administration Course Diploma or equivalent.
• A certificate or equivalent in usage of Word Perfect and Windows.
• Certifications: Household Hazardous Waste Operator, Standard First Aid, Intro to Lockout Training,
Incident Investigation Techniques, Handling Difficult and Demanding Customers, Response in
Situations of Conflict.
Skills Required:
0 Ability to operate modern office machines.
0 Familiar with office practices and procedures.
• Knowledge of computer operations.
0 An ability to interact well with co-workers, management and the general public.
0 Requires a high level of communication skills both verbal and written (Good working knowledge of
Business English, Spelling, Grammar, etc.).
0 Produce written documents.
• Work cooperatively with other employees, the public and the Citizens Monitoring Committee.
• Work safely without presenting a direct threat to self or others.
• Ability to work unsupervised.
• Willing to work evenings or travel for meetings within and outside the municipality, when required.
• Must be willing to work in field when required.
• Valid drivers license.
• Two years as an Administrative Assistant/Secretary or similar position in a business environment.
SUMMARY OF FUNCTION
Principle Duties and Responsibilities: Client Services Coordinator
1 Office Administration
0 Assist in developing, implementing and maintaining the Municipal Clear Bag Program.
0 Main contact for solid waste issues.
• Assist in preparing operations reports including Annual Report.
• Filing.
• Preparation of invoices, statements, and reminder notices.
• Meet and greet visitors when they visit the site.

• Answer phones and questions regarding waste, sorting, site, etc.
• Fill out detailed reports pertaining to site (operational, weather, disposed material reports, daily
tonnage reports, etc.)
• Organize tours and meetings at the site.
• Order supplies, parts, and sample bottlers.
• General correspondence/emails via km website/collection issues.
• Site inspection, as per operations permit.
• CAES — assists with entering data for CAES system.
2. Safety Coordination:
• Offers assistance/backup for all safety related points.
3. Business Visits:
• Includes visiting businesses and residents to help implement/develop waste reduction programs.
4. Website:
• Assists with updating website content in regard to waste collection.
• Correspondence through website.
5. Water Sampling (GW, SW, SWP):
• Follow proper procedures for handling samples.
• Complete COC's and/or ensuring they are completed properly.
• Assist/collect samples and ensure delivery to lab.
• Schedule monitoring program (quarterly, annually, etc) as per operations permit.
0 Enter all data/results/new information into detailed electronic spreadsheet.
0 Delegate staff to collect samples, etc.
6. Contaminated Soil:
0 Follow proper procedures for handling samples.
0 Complete COC's and/or ensuring they are completed properly.
0 Collect of paperwork from generator including Soil Analysis Reports, sampling results, etc.
0 May assist with collecting/delivering samples to the lab.

• Keep accurate and detailed files on soil sites (civic address location, scale tickets, detailed reports,
etc.).
• Enter all data, results, and new information into detailed electronic spreadsheet.

7. Construction and Demolition:
• Follow proper procedures for handling samples.
• Complete COC's and/or ensuring they are completed properly.
• Assists with collecting samples and delivery to lab.
• Enter all data, results, new information into detailed electronic spreadsheet.
8. Back -Up for Curbside Inspection:
• Inspect waste placed at curb.
• Generate detailed reports pertaining to unsorted waste.
• Work closely with Recycling Coordinator (enforcement/education approach).
9. Back -Up for Landfill Site Inspections:
• Inspect waste delivered directly to the landfill (cell, public drop off area, C&D site, etc.).
• Generate detailed reports pertaining to unsorted waste (photos, follow-up calls/correspondence).
• Work closely with Recycling Coordinator.
10. Illegal Dump Site Investigation:
0 May offer assistance in all illegal dumping aspects.
11. Back -Up for Miscellaneous Labour Related Tasks:
• Highway cleanups.
• Litter clean up/site clean up.
12. Back -Up for Scale House Operator:
• Fill in/back-up for Scale House Operator when required.
13. Back -Up for Household Hazardous Waste (HHW) Operator:
• Fill in/back-up for Household Hazardous Waste (HHW) Operator.
• Train for packing HHW.

2. Under the direction of the Director of Solid Waste, assess waste generation, investigate options and
identify ways to accommodate new waste disposal regulations in the most cost effective manner
utilizing recently completed Regional Solid Waste Management Studies and provincial standards.
3. Investigate, plan and implement 4R (Reduction, Reuse, Recycling, Redirection) and composting
programs for the Municipality in accordance with new solid waste handling regulations.
4. Develop and implement public education programs in support of waste reduction/diversion.
5. Responsible for all current recycling and diversion programs being operated in the Municipality.
6. Monitor solid waste management strategies.
7. Help prepare cost projections and budget documents for activities and projects related to the above
noted duties.
8. Responsible for all project related secretarial duties.
9. Carry out site inspections and prepare reports associated with waste handling at the Landfill site when
required.
10. Carry out sundry duties as assigned.
