HomeMy Public PortalAbout2023-11-23 Protective Services Committee Meeting MinutesSussex Minutes of Meeting of Protective Services Committee 11-23 November 20, 2023 6:00 p.m. Present: Mayor Thorne, Deputy Mayor Wilson, Councillor Nelson, Councillor Brenan, Councillor Milner - Chairperson, Councillor Maguire, Councillor Bobbitt - Vice Chairperson, Councillor MacLeod Staff Present: Scott Hatcher, Chief Administrative Officer, Fire Chief Reicker, By-law Enforcement Officer Butcher APPROVAL OF AGENDA Moved by: Councillor MacLeod Seconded by: Deputy Mayor Wilson THAT the Committee approve the agenda as presented. Motion Carried 2. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict on any of the items on the agenda at this time. 3. APPROVAL OF MINUTES Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT the Committee approve the minutes of meeting 10-23 as circulated. Motion Carried 4. DELEGATION 4.a RICHARD PEARSON - COMMUNITY OBSERVATIONS Chairman Milner welcomes Mr. Pearson to the meeting and requests that he approach the mic and present to Council. Richard Pearson presents his opinion on the following topics: • Concerned citizen on a number of issues. • Create discussion on the topics. Protective Services Committee Minutes November 20, 2023 #11-23 • Drug use in Sussex. • Homeless needs in Sussex. Mr. Pearson comments on the recent shooting in Sussex and recent fire at The Co-op livestock building. Wants to know if there is any data on homelessness and is curious if there is information on who lives in our community. Brief discussion on the social issues the community is experiencing and the expanded mandates of the Regional Service Commission. Mayor Thorne was looking forward to the regional discussion at the KRSC to look at homelessness with the RSC's expanded mandate. Mr. Pearson wishes to hold the MLA and province accountable. Mr. Pearson believes the MLA should be present at Council addressing these issues. Mr. Pearson believes Public Safety should be working with the RCMP to address the situation in Sussex. Taxes are not being used to protect private property. Sussex could inquire to N.B. Public Safety to identify the role in addressing the issue being experienced. Mayor Thorne offers to write a letter on behalf of Sussex. Committee consensus to have Mayor Thorne write a letter. Chairman Milner thanks Mr. Pearson for his presentation. 5. POLICE SERVICE REPORT RCMP not present at tonight's meeting. No October report filed with Committee. 6. ANIMAL CONTROL REPORT By-law Enforcement Officer Butcher reviews with the Committee the October 2023 animal control report for September and October 2023. Each complaint was reviewed by the Committee. No Committee questions. 7. FIRE SERVICE REPORT 7.a IN TOWN CALLS Chief Reicker reviews the in town calls for October 2023 with the Committee. There were 24 calls in October 2023, 16 calls in October 2022. There were 153 calls year to date October 2023, 106 calls year to date in October 2022. There were 10 calls in October 2023, 9 calls in October 2022. There were 86 calls year to date 2023, 113 calls year to date in 2022. • 1 Alarm Response — Comm/Ind — Non Human Error • 1 Alarm Response — Comm/Ind — Technical • 3MVC • 1 Grass/Brush/Mulch Fire • 2 Medical Assistance • 2 Mutual Aid A grand total of 34 calls in October 2023, compared to 25 in October 2022. 239 grand total calls year-to-date, compared to 219 total calls for the same period in 2022. 7.c VOLUNTEER HOURS - OCTOBER 2023 Chief Reicker reviews the report which indicated that the number of volunteer hours by fire service personnel for the month of October 2023 totaled 238.50 hours. Volunteer hours for the same period last year totaled 440.00 hours. Details of volunteer hours include the following: • 22.00 Monthly Meetings • 16.00 Officers' meetings • 2.00 EMO radio • 108.00 In-house training • 26.00 School Program/ Career Day • 64.50 Tours/Public events • $3,944.79 cost equivalent of volunteer hours The volunteer hours for this year to date totaled 1,898.00 hours, and in the same year to date in 2022 were 1,736.50 hours. There were 3,416.50 total hours this year to date, and 2,436.00 hours for the same period 2022. 7.d SUSSEX FIRE OFFICER'S MEETING MINUTES - SEPTEMBER 26, 2023 4 Chief Reicker reviews with the Committee the Sussex Fire Officer meeting minutes for September 28th, 2023. Brief discussion on the meeting highlights. Minutes received and filed by the Committee. 7.e SUSSEX FIRE REGULAR MEETING MINUTES - OCTOBER 05, 2023 Chief Reicker reviews with the Committee the Sussex Fire regular meeting minutes for meeting held on October 5, 2023. Brief discussion on the meeting highlights. Meeting received and filed by the Committee. 7.f SUSSEX FIRE - FIRE PREVENTION SAFETY EDUCATION Chief Reicker reviews with the Committee the Fire Prevention Safety Education report dated October 05, 2023. Report received and filed by the Committee. 7.g FIRE STEERING COMMITTEE MEETING MINUTES - NOVEMBER 15, 2023 Chief Reicker reviews with the Committee the Fire Steering Committee meeting minutes of the meeting held on November 15, 2023. Chief Reicker reviews the issues discussed at the meeting. Meeting minutes received and filed by the Committee. 8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT 8,a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE The Monthly Building Permit Report indicated that 18 permits were issued during the month of October 2023 with a total evaluation of $2,955,055 while October 2022 permits were valued at $605,936 and $10,500 in Ward 2. 8.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL Report to Council will be filed with Council at their regular meeting. Protective Services Committee Minutes November 20, 2023 #11-23 8.c BUILDING PERMIT ENFORCEMENT Building Inspector Butcher indicated that there is nothing new to report on this item at this time. 8.d DANGEROUS OR UNSIGHTLY PREMISES 8.d.1 23 -25 PETER STREET PID 00263558 A Notice to Comply was posted on the building at 23-25 Peter Street on Wednesday, September 27th, 2023. A letter of appeal has been received from the property owner therefore an Appeals Committee must be set up. The tentative date is November 29th, 2023, at 4:00pm. 8.e BY-LAW ENFORCEMENT 8.e.1 12 STEWART AVENUE - DANGEROUS AND VICIOUS ANIMAL The trial was held on November 1st, 2023, at 1:30pm, with the information at the trial the judge said he would need to review the information and give his verdict on November 17th, 2023. Awaiting a response form the solicitor. 8.e.2 82 PARK STREET - DANGEROUS AND VICIOUS ANIMAL The owner has indicated the dog has been put down. Moved by: Councillor Bobbitt Seconded by: Councillor Brenan THAT the Committee remove this item from the agenda. Motion Carried 8.f GENERAL Nothing to report at this time. 8.g REQUESTS FOR APPROVAL Nothing to report at this time. 9. BUSINESS ARISING OUT OF MINUTES 9.a RCMP ADMINISTRATIVE SUPPORT REGIONALLY CAO Hatcher reviews with the Committee the correspondence sent and received on the topic of adding a second administrative assistant support position at the only RCMP office in Region 8. The added cost for the additional position was expecting to be in the range of $78,000 shared regionally. Brief discussion on this disappointing regional effort. Correspondence received and filed by the Committee. 10. NEW BUSINESS 10.a EMAIL LUKE BELYEA - POPPY CROSSWALK CAO Hatcher reviews with the Committee the poppy crosswalk submitted by Mr. Belyea. CAO Hatcher reviews with the Committee the paint issues and scheduling of maintenance close to November 11. Brief discussion on having administration review options that are available. 10.b 2023 MADD ADVERTISING CAMPAIGN CAO Hatcher reviews with the Committee the 2023 MADD Canada Advertising Campaign CAO Hatcher indicates the Town generally purchases a business card advertisement. Moved by: Councillor Brenan Seconded by: Councillor MacLeod THAT the Committee recommends to Council that Council authorize the Town to purchase a business card advertisement in the MADD Canada Advertising Campaign in the amount of $299 inclusive of HST. Motion Carried 10.c IOM CHIEF REICKER - FORE CONFERENCE NOVEMBER 24 - 25 2023, FREDERICTON Chief Reicker requests for approval to attend the Annual Provincial Fire Conference to be held November 24 & 25 in Fredericton. Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT the Committee recommend to Council that Council authorize Chief Reicker to attend the Provincial Fire Conference to be held in Fredericton on November 24 and 25, 2023. Motion Carried 10.d IOM CHIEF REICKER - NEW RECRUITS NOVEMBER 2023 Chief Reicker reviews with the Committee the recommendation to add 2 new recruits, Damien Stevens and Tristan Mamo. Protective Services Committee Minutes November 20, 2023 #11-23 Moved by: Councillor Brenan Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council accept Damien Stevens for the position of Volunteer Firefighter pending the successful submission of the required documentation and completion of required training. Motion Carried Moved by: Councillor Nelson Seconded by: Councillor Bobbitt THAT the Committee recommend to Council that Council accept Tristan Mamo for the position of Volunteer Firefighter pending the successful submission of the required documentation and completion of required training. Motion Carried 11. PERSONNEL Nothing new to report at this time. 12. ACCOUNTS Moved by: Councillor MacLeod Seconded by: Councillor Maguire THAT the Committee recommend to Council that Council approve for payment the Protective Services Committee accounts for the month of October 2023 totaling $476,893.82.
