My name is Marcus Zwicker and I am writing to you today in my capacity as General Manager of WestFor
Management Inc., a membership organization that manages forestry operations in the Western Crown lands of
Nova Scotia.
As a partner with government in responsible forestry management, I would appreciate the opportunity to meet
with you and address your Council, I am interested in discussing opportunities for the industry and addressing any
questions you may have about WestFor and our operations and in particular,
1. How important long-term fiber security is to the continued success of the each of the businesses that
are part of WestFor.
2. Stress that we want to be part of the solution to the current concerns and challenges have arisen
regarding forest management in Nova Scotia.

What are the current issues ?
•We acknowledge the concerns of private woodlot owners.However, we havetaken steps to work collaboratively. In 2016, we increased the amount of wood wepurchased from private woodlot owners instead of harvesting our full allocationfrom crown lands. We are making an effort and are actively looking for more waysto be good industry partners. (70% of allocations since 2014)
•Our industry is experiencing challenges—but there are opportunities.There is ashrinking demand for raw materials, conflicting public opinions, and difficult-to-manage industry relationships; however, there are opportunities to grow marketsfor our products, attract business, capitalize on natural forest diversity, and worktogether as an industry to ensure a sustainable future for forestry in Nova Scotia.
•We understand the government is in a challenging position.The forestry sector inNova Scotia has been experiencing significant challenges, with competingviewpoints that have political impacts. In order to have a sustainable future, wewant to work together. We have collective goals for this industry and would like tobe part of the solution.
•Our livelihood depends on longer-term contracts.Shorter contracts mean that wewill be unable to secure sales, create and guarantee jobs for hard -working NovaScotians, or maintain our current level of operations. Losing unused allocationsmeans we will be unable to build inventory for the winter, afford to purchase fromprivate woodlot owners, or have a secure volume for sales contracts and supply.

CURRENT SITUATION
A new private road naming request servicing three or more properties off a shared driveway/right-of way,
serviced by Highway 12, Chester Grant has been received. The land owner has proposed the road name
“Coyote Creek Road”.
RECOMMENDATION
It is recommended that Municipal Council approve the road name “Coyote Creek Road”.
BACKGROUND
When there are three or more addressable properties using an unnamed shared right-of-way/driveway,
the Nova Scotia Civic Address Users Guide states that this point of access must be named. According to P-
44, the road name is suggested following a majority agreement from the land owners supplied by the
shared right-of-way. In this instance, there are more than three properties affected, owned by two owners,
who are in favor of proposing the name “Coyote Creek Road”.
DISCUSSION
There are no similar road names within Chester Municipality.

CURRENT SITUATION
The Western Riptide Peewee Girls team have been selected to attend the Canada 150 Hockey
on the Hill Tournament. The team has requested Municipal financial support to help them
participate in this event.
RECOMMENDATION
It is recommended that Council approve a grant in the amount of $430 to the Western Riptide
Peewee Girls for their participation in the Canada 150 Hockey on the Hill Tournament.
BACKGROUND
The Department of Canadian Heritage and the Ottawa International Hockey Festival organized
this Canada 150 signature event. The Canada 150 Hockey on the Hill Tournament is taking
place December 27-31, 2017. An outdoor rink has been constructed on the southeast lawn of
Parliament Hill and will be the site of this tournament which includes teams from across the
country. The Western Riptides submitted a 30 second video and a 250-word essay (poem)and
were selected to represent Nova Scotia at this 16-team tournament in Ottawa.
The Western Riptide is a South Shore team and of the 18 players, 7 are from the Municipality of
Chester: Abi Deviller, Alexa Ewing, Avery Grist,Ceilidh Hayes, Morgan Joudrey, Taegan
MacQuarrie and Maggie Mills.
DISCUSSION
Council has $430 remaining in unused Canada 150 Funds in the 2017-18 grants budget.The
deadline for Canada 150 applications has passed, however, since the Riptides are representing
Nova Scotia (and MODC) at this special Canada 150 event, this seems to be a fitting use of
MODC Canada 150 funds.

CURRENT SITUATION
Modern asset collection uses GPS (Global Positioning System) as the basis for accurately
establishing points on the ground. GPS equipment is a critical component of our asset
management and collection program.
The 2017/18 Capital Budget includes $20,000 for GPS Equipment. As per Subsection 4.1 of the
Municipality’s Procurement Policy (P-04), an information report will be provided to Council
for all Low Value Procurement over $10,000. This report is to advise Council that we have
procured GPS equipment from SDF Solutions Inc.in the amount of $19,102.00 + HST.

CURRENT SITUATION
At the October 26, 2017 Municipal Council meeting, Council established a priority list for road surface
upgrades which was thence forwarded to the Nova Scotia Department of Transportation and
Infrastructure Renewal (NSDOTIR) for consideration under the Cos t Share Program.
NSDOTIR has advised that the number one priority, being Regent Street, must be broken into sections as
not all the surface types are the same.In addition, each road in District 1 must be listed separately, even
though they are within the same subdivision.The result has been a revision to the priority list. Approval is
requested from Council as to the revised road improvement priority list.

CURRENT SITUATION
At the August 24, 2017 Committee of the Whole (COW)meeting Councillor Barkhouse put forth a list of
roads for consideration under the 50% Cost Shared Road Upgrade program of the Nova Scotia
Department of Transportation and Infrastructure Renewal (NSDOTIR ).At this same meeting, the
Committee requested that an estimate of the upgrades be obtained from NSDOTIR, once distance/length
of improvement along the road was determined.I
Subsequent to the October 13, 2017 version of this report, Councillor Hector and Council Assaff submitted
request for consideration. This report has been revised to incorporate the request made.
A rough estimate has been determined for each road, using NSDOTIR’s cost per kilometer .
The deadline for submitting road upgrade reque sts for consideration under NSDOTIR’s 50% Cost Sharing
program is October 31, 2017.
RECOMMENDATION
That Council select one or two roads to submit for fiscal 2018 -19;and
That Council determine method of recovery of MODC’s share upon approval by NSDOTIR (g eneral rate;
Gas Tax; Area Rate/Charge)
BACKGROUND
MODC has entered into a Cost Share Agreement with the NSDOTIR.The Agreement provides for a cost
sharing arrangement between NSDOTIR and MODC for the paving of Village and Subdivision Streets.
Such requests are due to be submitted to NSDOTIR by October 31, 2017 for consideration for upgrades in
the 2018-19 fiscal year. There are approximately 35.47 km of roads in MODC that fall under this
Agreement
If approved by NSDOTIR, MODC would be required to fund 50% of the paving costs. While Council has
directed that a Road Improvement Policy be developed that outlines a procedure for the submission of
request, as well as method of recovery for MODC’s share of the improvements,such a policy does not
presently exist. Until such a Policy is in place, Council must consider such request on a case by case basis.

At the August 24, 2017 COW meeting Councillor Barkhouse brought forth a list of roads that she would
like to have considered under the Cost Sharing Program. Staff were directed to get cost estimates and
bring back to COW, so that a determination respecting priorities could be made.
In addition to the August 24, 2017 request made by Councillor Barkhouse, Councillor Assaff and
Councillor Marshall have submitted roads for consideration of upgrades under this same program .
DISCUSSION
The following table provides a summary of the Roads staff were asked to get cost estimates on from
NSDOTIR. The cost estimates were determined based upon a per kilometer cost and are for estimate
purposes only.The length is assumed to be the length of the road.The costs could vary from what is
shown.

All of the improvements requested, excepting the Pig Loop Road Upgrades, would be eligible for
consideration under the Cost Sharing Agreement. The Pig Loop Road improvements exceed paving and
involve shoulder widening and lowering of a hill to improve sight lines. A cost estimate is not available at
this time, as it would be subject to a greater review (i.e. design). MODC would be responsible for 100
percent of the costs for the Pig Loop Road Upgrades.

Financial/Budgetary
Funding of MODC’s share of the paving work would have to be determined. Opt ions include:general tax
rate; area rate/ uniform charge;Gas Tax funds. The expense would be in 2018 -19 and thus there is time to
determine the same.
If funding is to be recovered by an area rate, MODC may wish to undertake a petition to ensure there is
residents support and agreement to pay for the same.

Since your priority list grew to include all five roads in the second request, those must be considered one priority each.
Also, because Regent Street is one request but it has three sections, not all the surface types are the same so they must
be listed separately as well (if current surface is asphalt then it must be repaving).If however, all three sections were
gravel or chip seal, then it could all be one request and the description would read “from Water to Brunswick”.
Therefore, I have revised your list to be in this order so if this is incorrect, please let me know.
1.Regent Street –from Water to King
2.Regent Street –from King to Central
3.Regent Street –from Central to Brunswick
4.Beech Street
5.Birch Street
6.Cedar Street

With the regard to the list of roads that were submitted back in October, I just need you to confirm a few descriptions as
some roads have several sections so I need to know what section you are looking for.
1.Regent Street:
from Water to King
from King to Central
from Central to Brunswick
from Brunswick to end of listing
2.Beech Street: Within this request there are four streets listed as well: Birch, Cedar, Maple and Pine.Does this mean
you would like all of these roads within your second request –all five?
3.Lawrence Hatt Road:
from Trunk 3 to end of pavement
