RECOMMENDATION Staff propose the following changes to the awards program: Promotion: Last year we spent $2,420 on direct-to-home flyers and purchasing ads in the South Shore Breaker to promote voting. Voting: Use Laserfiche software instead of an outside provider for voting. Restrict voting to one time per IP address. Add a nomination period: put it out to vote,tally the votes, shortlist each category to the top three who received the most votes. Have public vote again with drop-down options. Awards Ceremony Options: 1.Do not have ceremony: Instead have the Councilor for the winner’s district deliver the award personally to each place of business.Use the money saved to purchase a full-page, black and white ad in the Halifax Citizen, Valley Harvester,and the South Shore Breaker newspapers celebrating our award- winning businesses.This would give our winning businesses coverage from Halifax down through the South Shore and Valley. 2.Have ceremony with following changes: The first year we had 10 people come to the awards ceremony, 2016 we had 24 attendees, last year there were 46 and that was with less than a week’s notice. In order to keep ceremony costs within budget, staff propose to: Limit ceremony invitations to top three nominees within each category and their guests. Each nominee allowed to bring up to two guests. Use money saved from purchasing ads and flyers to hire a professional photographer to capture winners at their place of business (similar to what the Coast’s Best of Halifax does:https://www.thecoast.ca/halifax/your-best-of-halifax-2017-readers-choice- awards-winners/BestOf?oid=10518858 ). Keeping the program ‘as is’ also requires a budget increase. QUARTERLY REPORT (Oct -Dec 2017) Municipality of Chester-Quarterly Report SIGNIFICANT INITIATIVES (2017/18 Work Program) Initiative Status Delivery Date Chester Water Staff, in conjunction with CBCL, scoped the Socio-Economic Study, obtaining approval to proceed from both Municipal Council and Village Commission. Staff to receive report by the end of February and update Council in March. March 2018 NEXT PRIORTIES Activity Status Wastewater Management Strategy A meeting was held on December 7, 2017 to “unpack” this strategic priority. A Request for Decision will be prepared in the new year to confirm Councils direction, which will form part of the 10-year capital and operational work plans. OTHER ACTIVITIES Activity Status Mill Cove WWTP Replacements Construction substantially complete and new plant is functioning. Any work remaining will be completed by June 2018. Project remains on budget, and funding claim submitted. Western Shore WWTP Improvements Construction underway,estimate 75% complete, some delays due to weather.Any work remaining will be completed by June 2018.Project remains on budget, and funding claim submitted. Mill Cove Fire Pump Pump operational and working well. Staff are in the process of closing out the project.Project remains on budget. Cell 4 A Design and Construction Substantial completion nearly achieved, staff are in the process of closing out the project. Project is under budget. Sewer Assessments RFP awarded to CBCL Ltd. for all five (5)assessments. Staff compiling data for consultants, expecting reports by February 2018. Staff to update Council and the 10 -year capital plan. Annex Renovations In the process of selecting a filing system for the basement. Staff completed the exterior renovations, and are currently working on the center/front counter area. Expect completion by March 2018.Project remains on budget. Inflow & Infiltration Reduction Prog.Staff have located, assessed and GPS’d the manholes. Approximately 15 manholes have been repaired.Cleaning and Videoing of the sewer mains completed in October. Project remains on budget and PCAP funded.Staff reviewing reports. Otter Point WWTP Improvements A new building has been erected,and power installed. Minor work (staff time) to complete. Expect completion in May 2018. Trail Work All work completed as requested except for B ridge evaluations and installation of swing gates. This work was delayed due to competing demands.Work to completed next Fiscal Year. Wastewater Operations Plant’s continuing to operate and be maintained in accordance with NSE approvals.Staff are working on updating O&M manuals.Staff are researching options for the Panel upgrades with the provision of SCADA to each of the 18 pump stations. Completed any outstanding sewer connections. Property Maintenance Completed fall inspections and cleanup of properties. Serviced small equipment (summer)for storage and prepared for winter season. Prepared Haughn property for winter and started daily inspections. Reinitiated bi -weekly inspections of Swiss Air Monument. Increased inspection of Former Simms Settlement school due to vandalism.Completed community projects in New Ross (i.e.signs and flagpole) Transportation (Road)Maintenance Completed routine inspections of roadways and sidewalks. Bell Unified Communications Site visit scheduled to determine requirements for phone system. (January 2018) Security Awareness Training Security Awareness Training as been completed. Municipal Awareness Week November 20 to 26 Organized seven events and an implemented an online awareness campaign. Three events were cancelled (one due to scheduling and two for lack of interest). Holiday Food/Toy/Clothing Drive Met and kept in contact with FHCS students. Helped organize drive, pick up and delivery of items, media relations, etc. Public Relations Four media releases and one highlights sheet. Publications Newsletters published and delivered for November/December and January/February.
