REQUEST FOR D ECISION Prepared By:Bruce Forest/Christa Rafuse, P.Eng.Date February 28, 2018 Reviewed By:Tammy Wilson Date March 2018 Authorized By:Tammy Wilson Date March 2018 CURRENT SITUATION Currently the Kaizer Meadow landfill operations includes a sewer truck on site that is no longer a part of the treatment process. Although it is part of the existing permit we have made application over seven (7) months ago to officially remove from the permit. The unit has exceeded its expected life span and has not been utilized over the past three (3) years. It can easily be removed and stationed on site until such permit approval is received. RECOMMENDATION The sewer truck owned by municipality has been out of service the last three (3) years and the unit has exceeded its expected life span. While the unit will remain on site as part of the existing permit requirement the truck can be transformed into a roll -off truck and fully utilized. Staff are requesting a decision from Council on the purchase of roll off equipment to transform an existing vehicle at the KMEC to a roll off truck along with containers. BACKGROUND The Municipality of Chester has worked very hard with Sustane to implement significant changes and have agreed to work together to create synergies and cost benefits to both sides. The existing sewer truck as it is has not been used due to its lack of capacity to process. A company is contracted to return every 3 years to decant the geo -tubes as part of the treatment process. DISCUSSION Based on the upcoming changes brought about by the Sustane model we have determined we can use at both the KM site and Sustanes site. The benefit to KM is the usage of equipment and labour to be subsidized with full cost recovery. By selling our services to Susta ne this is mutually beneficial and we can work together in a fair and economical approach.It’s a model that has been agreed upon as we have entered into this long term partnership and should of cost benefit to both businesses. REPORT TO:CAO and Council SUBMITTED BY:Christa Rafuse, P.Eng/Bruce Forest DATE:February 28, 2018 SUBJECT:Roll Off Container ORIGIN: 2 Information Report In addition,we are able to alleviate hours on our loader and those pressures to move materials on site from our public depot. We have the opportunity to easily transfer roll-off containers and a backup to the loader should it require repair/maintenance. Long term other uses that may include synergy with Public Works with the potential to incorporate geo - tubes at the WWT plant(s) and utilizing roll off for transferring to KM.As the Eco-park grows this service and other potential opportunities may be offered to our tenants at Kaizer Meadow. The growth and efficiencies will be witnessed as time progresses. IMPLICATIONS Policy P-04 –Procurement Policy Financial/Budgetary The lifecycle cost analysis and attached information has been vetted through our finance department. This would be our first example of shared services under the intended model. We propose a $60 per hour cost to Sustane for this particular roll-off container service. The cost for the purchase of the roll-off equipment and the containers is part of the 2017/18 budget and the equipment is on site and ready for pickup. The cost will be approximately $57,000 ($37,000 for equipment and $20,000 containers).
