INFORMATION REPORT Prepared By:Tara Maguire Date April 12,2018 Reviewed By:Date Authorized By:Tammy Wilson, CAO Date April 13, 2018 CURRENT SITUATION Staff was asked to look at mortgage requirements as they relate to civic addresses and to see if the banks have different requirements for mobile homes vs conventional construction. The concern was that our procedure for issuing civic numbers may impact ability to get a mortage within the timeframe needed for mobile home purchase and placement. RECOMMENDATION For information BACKGROUND In response to a complaint presented to council regarding our civic addressing process, staff was asked to contact local banks and mortgage brokers to find out if they require civic addresses to be assigned prior releasing mortgage funds for undeveloped property. We were also requested to find out if there is a difference between a mortgage on construction construction vs a mobile home. The banks indicated that the mobile homes typically require a chattel mortgage if they are on a leased lot (mortgage on a moveable object that isn’t attached to a piece of land). Some of the banks will not do chattel mortgages. The chattel mortgage would not be required if the land was mortgaged along with the home, which indicates that they would treat those the same as a conventional stick built home. DISCUSSION The following summarized the information received from the local banks Organization Notes LaHave Credit Union On form, no mandatory entry for Civic, so assume it's not a problem without.Don't do too much with new builds.
