APPROVAL OF AGENDA Moved by: Councillor Nelson Seconded by: Councillor Brenan THAT the Committee approve the agenda as presented. Motion Carried 2. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict on any of the items on the agenda at this time. 3. APPROVAL OF MEETING MINUTES #11-23 Moved by: Councillor Nelson Seconded by: Councillor Bobbitt THAT the Committee approve the minutes of meeting 11-23 as circulated. Motion Carried 4. POLICE SERVICE REPORT CAO Hatcher indicates Sgt. Luc Sampson had a prior engagement and expressed his regret. 5. ANIMAL CONTROL REPORT By-law Enforcement Officer Butcher indicates the November report has not arrived to date and will be reported in January 2024. 2 6. FIRE SERVICE REPORT 6.a IN TOWN CALLS - NOVEMBER 2023 Chief Reicker reviews the in -town calls for November 2023 with the Committee. There were 17 calls in November 2023, 7 calls in November 2022. There were 170 calls year to date November 2023,113 calls year to date in November 2022. • 1 Alarm Response -- Comm/Ind -- Non -Human Error • 3 Alarm Response — Comm/Ind — Human Error • 3 Alarm Response — Comm/Ind — Technical • 1 Minor Structure Fire — Residential • 2 Minor Structure Fire -- Comm/Ind • 1 Major Structure Fire -- Comm/Ind • 1 Vehicle Fires • 1 Dumpster/Garbage Fire • 1 Fire Pits • 1 Off Road Rescue • 2 Public Assistance 6.b OUT OF TOWN CALLS - NOVEMBER 2023 Chief Reicker reviews the out-of-town calls for November 2023 with the Committee. There were 9 calls in November 2023, 7 calls in November 2022. There were 95 calls year to date 2023, 120 calls year to date in 2022. • 1 Alarm Response -- Residential — Technical • 1 Alarm Response — Comm/Ind — Technical • 1 Hydro Pole/Downed Wires • 3 MVC • 1 Hazmat • 1 Off Road Rescue • 1 Mutual Aid A grand total of 26 calls in November 2023, compared to 14 in November 2022. 265 grand total calls year-to-date, compared to 233 total calls for the same period in 2022. 6.c VOLUNTEER HOURS - NOVEMBER 2023 Chief Reicker reviews the report which indicated that the number of volunteer hours by fire service personnel for the month of November 2023 totaled 219.00 hours. Volunteer hours for the same period last year totaled 263.50 hours. 3 Details of volunteer hours include the following: • 23.00 Monthly Meetings • 9.00 Officers' meetings • 12.00 Chief's (NBAFC, Local Government) • 2.00 EMO radio • 122.00 In-house training • 42.00 Certified courses • 9.00 Tours/Public events • $3,622.26 cost equivalent of volunteer hours The volunteer hours for this year to date totaled 2,116.00 hours, and in the same year to date in 2022 were 2,000.00 hours. Total hours for fire calls in November 2023 are 342.50 hours in comparison to 184.00 hours for the same period in 2022. There were 3,759.00 total hours this year to date, and 2,620.00 hours for the same period 2022. 6.d SUSSEX FIRE OFFICER'S MEETING MINUTES - OCTOBER 26, 2023 Chief Reicker reviews with the Committee the Sussex Fire Department officer meeting minutes for the meeting held October 26, 2023. Highlights the 2024 budget discussion. 6.e SUSSEX FIRE REGULAR DEPARTMENT MEETING MINUTES - NOVEMBER 02, 2023 Chief Reicker reviews with the Committee the regular meeting minutes of Sussex Fire Department held on November 2, 2023. Review the update on the fire 2025 and the new direction on reform. 6.f SUSSEX ARE - FIRE SAFETY AND EDUCATION REPORT, DECEMBER 02, 2023 Chief Reicker reviews the December 2, 2023, Fire Safety and Education report. Brief discussion on the safety report highlights. 7. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT 7.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE The Monthly Building Permit Report indicated that 10 permits were issued during the month of November 2023 with a total evaluation of $2,980,374 while November 2022 permits were valued at $678,598. 7.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL Report to Council will be filed with Council at their regular meeting. 4 7.c BUILDING PERMIT ENFORCEMENT Building Inspector Butcher indicated that there is nothing new to report on this item at this time. 7.d ENFORCEMENT AND BY-LAWS 7.d.1 23 - 25 PETER STREET - PID 00263558 The Appeals Committee met on November 29th, 2023, at 4:00 pm. An extension of the time was granted to April 30th, 2024. 7.e BY-LAW ENFORCEMENT 7.e.1 12 STEWARTAVENUE - DANGEROUS AND VICIOUS ANIMAL The trial was held on November 1, 2023, at 1:30 pm, with the information at the trial the judge said he would need to review the information and give his verdict on November 17th, 2023. The Town's solicitor has given an explanation of the outcome. Changes to the By-law text are ongoing and will be brought forward at a later date. Motion Carried 7.f REQUESTS FOR APPROVAL 7.f.1 NBBOA - HOUSE FOR OFFICIALS LEVEL 1 Building Inspector Butcher requests Council for approval for Shannon Graham to attend the NBBOAThe House for Building Officials Level 1 course in Fredericton from January 29, 2024, to February 2, 2024. Registration for this conference is $1,006.25, accommodations are $947.44, and meals are $462.45 for a grand total of $2,416.14 inclusive of HST. Moved by: Councillor Brenan Seconded by: Deputy Mayor Wilson THAT the Committee recommends to Council that Council approve for Shannon Graham to attend the NBBOAThe House for Building Officials Level 1 course in Fredericton from January 29, 2024, to February 2, 2024, for the total cost of $2,416.14 inclusive of HST. Motion Carried 5 8. NEW BUSINESS 8.a 2024 MILITARY SERVICE RECOGNITION BOOK -ADVERTISEMENT CAO Hatcher reviews the request from the Royal Canadian Legion to purchase an advertisement in the 2024 Military Recognition Booklet. Moved by: Councillor MacLeod Seconded by: Deputy Mayor Wilson THAT the Committee recommends to Council that Council purchase a 1110 -page business card full color advertisement in the amount of $305.00 inclusive of HST. Motion Carried 12. ACCOUNTS Moved by: Councillor Nelson Seconded by: Councillor Brenan THAT the Committee recommend to Council that Council approve for payment the Protective Services Committee accounts for the month of November 2023, totaling $18,324.28. Motion Carried 13. DATE OF NEXT SCHEDULED MEETING - JANUARY 08, 2024 The next regular meeting is scheduled for January 8, 2024, at 6:00 pm. 14.
