APPROVAL OF AGENDA Moved by: Deputy Mayor Wilson Seconded by: Councillor Milner THAT the agenda be approved as circulated. Motion Carried 2. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict of interest on any of the items on the agenda at this time. 3. APPROVAL OF MINUTES OF MEETING #11-23 Moved by: Councillor Milner Seconded by: Deputy Mayor Wilson THAT the minutes of meeting 11-23 be approved as circulated. Motion Carried 4. DELEGATIONS 4.a PATRICK KEMP - FOREST DALE HOME INC, RIVERSIDE ALBERT - HOUSING STRATEGY Chairman Nelson welcomes Mr. Patrick Kemp of Forest Dale Home Inc. from the Riverside -Albert housing strategy. 2 Mr. Patrick Kemp wishes to speak on the intentions of the Forest Dale Home Inc. Riverside -Albert Strategy, an initiative the organization started in July 2023. Their organization has established the sunk costs. Mr. Kemp is providing outreach to provide an opportunity for Sussex to participate. They are looking to recruit staffing, yet there is nowhere for those recruits to live. They are looking at identifying a housing calendar of who has needs, and when. The organization has partnered with UNB Fredericton to engineer the housing at the lowest possible cost. A percentage of the units are barrier free. They are looking at modular, multi -units with a variety of unit costs, with some costs "affordable". Mr. Kemp reviews the relationship with Housing Hub NB and the security of the down payment structure to secure the start of each multi -unit. A number of options are available for new builds or renovations of existing buildings to change the use. The organization is working with UNB to have the builds fit into existing neighborhoods. There is a timeline of 12-18 months to make each project a reality. Consensus of the Committee is to discuss a memorandum of understanding with the Housing Strategy and develop a land inventory. Town administration will work with Mr. Kemp in this regard. Chairman Nelson thanks Mr. Kemp for the presentation. 5. BUSINESS ARISING OUT OF MINUTES 5.a SUSSEX POPULATION GROWTH STRATEGY: 5.a.1 COVENTRY WALK SUBDIVISION CAO Hatcher updates the Committee on the progress of Phase 3 of the Coventry Walk Subdivision. All 20 foundations planned for 2023 are now complete with only 2 superstructures remaining in 2023. Work is close to ending for the current year and will be completed for 2023 prior to the Christmas holidays. 5.b ELECTRIC VEHICLE CHARGING STATIONS CAO Hatcher advises that the Town is still awaiting the electronic equipment for installation. Work will begin to install under conduct onsite to facilitate the foundation installation. 3 5.c FLOOD MITIGATION PLAN UPDATE A brief discussion on the status of the flood mitigation plan in light of the December llth rain event. A discussion takes place on the status of the Town's application under the Federal program and the need to begin to solicit funding from various levels of Government. 6. NEW BUSINESS 6.a 2023 FUNDY CONNECTS SUMMIT - POLEY MOUNTAIN WORKSHOP CAO Hatcher reviews the 2023 Fundy Connects Summit held at Poley Mountain. The workshop took place from November 1 to 3 2023. Brief discussion takes place. Councillor MacLeod acknowledged she attended the Poley Summit and thought the presentations were focused on the issue and were informative. 7.
