CURRENT SITUATION
The Municipality of the District of Chester (MODC) will be transitioning its landfill processing to Sustane
Technologies. Sustane has requested that MODC accept biomedical waste at our new tipping fee for
residuals at $89.06 per tonne until such time as they are able to accept it directly.
RECOMMENDATION
Staff respectfully recommend that Council approve the temporary acceptance of biomedical waste from
Stericyle at $89.06 per tonne as requested by Sustane Technologies until they are in operation. The
tonnage is approximately 200 tonnes per month.
BACKGROUND
The Municipality of Chester has an approval to operate from the Nova Scotia Environment that references
the Landfill Operation and Maintenance Manual for the requirements for acceptance and non-acceptance
of such biomedical waste.
Landfill Operation and Maintenance Manual (2015) states that biomedical waste is unacceptable, unless
they are "yellow bag wastes" that have been treated (e.g. autoclave, shredder and compactor) prior to
disposal according to Guideline C-4: The management of biomedical waste in Ontario (Nov 2009).
The tipping fee policy is presently being reviewed and a new one drafted for Council to consider.
The Supply and Hosting Agreement between MODC and Sustane requires that waste secured by Sustane
will be considered Third Party Waste . Section 8(b) states that Sustane shall pay $3 per tonne of Third
Party MSW that is delivered to the Facility. Facility is defined as the Sustane facility. Clause 4(b) of the
Agreement further notes that "The Municipality shall support and assist Sustane to the fullest extent
possible to attract and secure such Third Party MSW..."
DISCUSSION
Materials Acceptance
2 Information Report
A review of the guidelines as outlined above have concluded that we can accept this biomedical waste.
Sustane has provided the autoclave process description in the attached letter along with the approval
information from Stericycle.
The autoclave process sterilizes and renders the medical materials inert. The materials are handled with
caution as all incoming materials contain unknown risks associated. Staff are trained, meet regularly to
discuss safety and are provided the proper personal protective equipment to work within this type of
environment. Extra precaution would be taken with a larger, concentrated and known delivery of
biomedical waste by covering sufficiently upon receipt to prevent direct contact between site equipment
and regular waste.
The volumes involved over a relatively short period of time (next several months) at 200 tonnes per month
will not pose an issue. We are looking at a fill plan to be developed and operators are confident in our
space in the old landfill cell for months to come. We haven't begun to fill the new landfill cell (4A) to date.
Should we need to accept this waste for longer period and meet capacity we can simply carry over to the
new cell without implications to assist Sustane Technologies during such time.
Tipping Fee
The existing fees policy (P-20) has not been updated for number of years. A revision is underway now and
will be brought to Council.
Presently, biomedical waste does not have a designated tipping fee. We have a residual fee designated for
residential/commercial within MODC. We have a number of contracts set with varying tipping fees for
residential/commercial outside the Municipality as well. In addition, we have a scale tip fee list that
designates fees for direct haul outside MODC which would have been slightly higher than inside MODC.
Due to variance in fees and the fees policy under review it makes sense to keep the tipping fee for this
biomedical waste at the standard Council approved fee of $89.06 until such time the new fee policy
becomes into effect.
When this waste is delivered to the Sustane Faclity directly it should be subject to a $3 Host Fee. MODC
should ensure that Sustane recognizes and agrees to this .

Sustane has been in discussions with a company called Stericycle based in Dartmouth. They treat
medical waste using an autoclave system rendering it suitable for disposal in landfills. They have been
operating in the province for the past 10 years. This material has been going to West Hants using GFL for
transportation. This material is suitable for Sustane's process and we look forward to receiving it. As you
are aware we are a few short months from opening the plant. Stericycle is in a position that requires
them to make the change from using West Hants and GFL as soon as possible. We are requesting that
the Municipality accept the material at your tip fee rate of 89.06 until Sustane can accept the material.
Stericycle generates approximately 200 tonnes per month. I am including a fact sheet explaining the
type of material and an explanation of the treatment system. I have also included a copy of the approval
for the material to go to landfill. If you need any other information, please let us know.
Process Description
Specific materials that would be processed through the autoclave could potential
include the following materials as referenced by the CCME guidelines.
• Sharps - needles, syringes, blades, glassware
• Human blood and bodily fluids - majority of the articles that may have been in
contact with blood are disposable gowns, gloves, surgical masks, paper
towel.
• Microbiological lab waste - laboratory cultures, vaccines, human or animal
cell cultures used in research
• There would be no urine or feces with this waste stream
Please keep in mind all the above materials would be "sterilized" and rendered inert
after the autoclave process. .
Autoclave Process Descri
Stericycle treats biomedical waste through steam sterilization in a Bondtech
autoclave. The biomedical waste is subjected to pressurized saturated steam that
delivers the thermal treatment required for effective decontamination rendering the
waste non-infectious and safe for disposal at a sanitary landfill. The autoclave

temperature and pressure are continuously monitored and recorded during the entire
length of each autoclave cycle to insure that proper operating temperature has been
achieved. In addition, biological indicators are utilized periodically for quality control.
Annual tonnage
Dartmouth site generates approximately 2400 MT of this sterilized waste on annual
basis.
Removal Frequency and volumes
The material is currently transported and disposed of via GFL to their landfill site, via
the use of an open top bin (there are no efficiencies here). Frequency of loads are 3-4
trips per DAY, with the weight being approximately 4,000 kg per load
g. The Approval Holder shall direct all autoclave treated biomedical wastes and
international waste to an approved municipal landfill.

CURRENT SITUATIONS
Seven of the Nine Municipal Units party to the Inter -Municipal Agreement establishing the South Shore
Regional Enterprise Network (SSREN) passed a motion to give notice under Section 14 of the Agreement
of withdraw. This is a 12 -month notice.
Clause 14(b) of the Agreement enables a timelier termination where all the parties unanimously agree to
terminate without the 12 -month notice. Given the imminent wind up of the REN and the desire to
terminate this in the most cost-effective manner, the SSREN LOC passed a motion at their June 20, 2018
meeting as follows:
That pursuant to clause 14(b) of the Intermunicipal Agreement establishing the SSREN, the
Municipal Units party to the Agreement, pass a motion to terminate the Intermunicipal
Agreement for a Framework for the continued operation of a Regional Enterprise Network, with
the said termination being effective no later than September 30, 2018. Recommendation
RECOMMENDATION TO COUNCIL/COMMITTEE
1. That Council rescind the motion respecting Notice of Withdraw made pursuant to Clause 14(a) of
the Intermunicipal Agreement for a Framework for the Continued Operation of a Regional
Enterprise Network, being motion #2018-133 made and passed on March 29, 2018:
".. Pursuant to Section 14 of the Inter -Municipal Agreement establishing the South Shore
Regional Enterprise Network dated January 12, 2017, that Municipal Council hereby gives one
year's notice of its intention to withdraw as a partner in the South Shore Regional Enterprise
Network and authorizes the Warden to send a letter to the Chair of the Board of Directors and the
Chair of the Liaison and Oversight Committee advising ofsame."
2. That pursuant to Clause 14(b), the CAO and the Warden be authorized to execute an Agreement
to Terminate the Intermunicipal Agreement for a Framework for the Continued Operation of a

Kegional Enterprise Network with said termination being ettective no later than eptemlber 30,
2018.
DISCUSSION
MODC has discussed the go -forward plan respecting the REN. It is clear that Council does not feel the
current REN model is the best for advancing regional economic development. The sentiment is shared
amongst most of the member municipal units. The result being a Notice to Withdraw.
With the Notice to Withdraw, the REN functions until March 31,2019. There has been some expressed
concern about whether the municipal units should continue to fund the REN given its pending closure.
There are many initiatives in the Business plan that will not make sense to complete (business relationship
initiatives, round tables, exporters conference, BRE, etc.).
The CAO's have met and compared a 12 -month budget to one that would see a termination September
30, 2018. The conclusion being that a more aggressive closure will decrease operating costs, and thus
required municipal contribution. There is uncertainty to how much the province will provide funding for
the current year given the wind up (they will not fund windup activities). In addition, there is concern
about the ability to ensure full year staffing. This led to the recommendation that a full closure by
September 30, 2018 is in the best interest of the municipal units.
Assuming a termination the next steps are for the Board to develop a detailed action plan and budget,
provide appropriate notices, review obligations and develop operational plans.
If unanimous consent on termination is not obtained, then the REN continues operation until March 31,
2018.
