This is Sean Kelly with the Clean Foundation (I’m the Director of Energy programs). We have some good news to share. Clean was successful in the first stage of the application process for the Federation of Canadian Municipalities ‘Transition 2050’ funding and we have been invited to submit a full application. If we are successful, our ‘Clean Climate Action’ project will be a two -year partnership among select rural municipalities in Nova Scotia and the Clean Nova Scotia Foundation. This project will increase the capacity, knowledge and skills necessary to address GHG emissions reductions in your community. We will partner with GHG emissions experts to work with municipal staff to create a greenhouse gas emissions inventory and modelling tool, set emissions reductions targets and develop a local action plan. We know capacity is an issue, so we want to bring in professional support to help. Getting an effective GHG inventory can be expensive, but this project will cover those costs. Following these first phases of the project, Clean will provide a collaborative series of workshops, webinars and teleconferences to enhance your capacity in climate change mitigation and implementing your local action plan. Future workshops/webinars/guides may include: How to do a GHG inventory How to help residents retrofit their homes How to reduce GHG emissions of municipal buildings Best practices from other rural communities that are reducing their GHG emissions How to reduce emissions of your fleet vehicles Insights into sustainable urban planning Municipalities have told us that they need to have key stakeholders on board in order to accomplish climate change mitigation goals. Our project will therefore create communication plans for marketing this initiative to municipal councillors and other political officials, to your communities, and to other stakeholders. You indicated that your municipality is interested in being part of this partnership. We feel that there will be many tangible benefits for your community, and we hope you can still be involved. If your municipality is interested in participating in this project, we need a letter of commitment by August 17 th 2018. Sorry for the quick turnaround –the application is due August 26th and these letters are critical to its success. FCM has narrowed their shortlist to 20 applications across Canada, and they plan on funding at least six. Your involvement will be key. 2 The letter should include an agreement to join the Partnership for Climate Protection (PCP) and indicate financial or in - kind contributions the municipality will be making to the project. It should be signed by the senior municipal official responsible for overseeing the project (e.g. chief administrative officer, department director, finance director). (Below is some possible wording.) In-kind contributions will include staff time to work with the project staff and could also include hosting a workshop, travel and associated costs for staff attending workshops in other municipalities, or any materials purchased. The total financial or in-kind contribution should not exceed $5,000 over two years. Please contact me with any questions or comments. While the Councils made the decision not to purchase a big picture Internet solution, the three Councils did agree to commission i -Valley to lead an Internet Performance Test (IPT)to provide data that will be useful for municipalities when selecting smaller Internet projects.While Internet Service Providers (ISPs) do know exactly where their technology exists and what connection speeds they are providing, this is proprietary data and they will not provide the municipalities with this information. Without this data, municipalities struggle to determine the best place to make investments in Internet to serve those most in need. The IPT was developed by the Canadian Internet Registra tion Authority (CIRA) as a way to obtain vendor - neutral data on Internet service. The IPT measures some 100 different Internet connection factors beyond the speed of the network, to give planners information on latency (how much delay is in a connection) and the ability of your computer to connect with the latest Internet Protocols. The IPT is being administered in Atlantic Canada by i -Valley,who also helped to develop the tool. COUNCIL PRIORITY Promote conditions conducive to fostering economic prosperity . BUSINESS GOAL Identify the Internet speeds of homes and business within the Municipality of Chester. COMMUNICATIONS GOAL Ensure residents in the Municipality are aware of the Internet Performance Test and encourage them to take the test at home or at their business. SWOT ANALYSIS INTERNAL EXTERNAL Strengths Staff have the expertise to manage the program, including a full time Communications Officer. Residents are highly engaged by the topic of Internet and want to help. Opportunities Contractor (i-Valley)has done this type of project previously. Test is easy to complete. Ties into Council strategic priorities. Special interest group may be interested in amplifying the message. SOUTH SHORE INTERNET SPEED TEST COMMUNICATIONS PLAN JULY 2018 Weaknesses Tight timeline to implement, over the summer. No marketing budget allocated to the project. Threats Public perceiving the test as “not doing enough” about Internet. Residents without Internet might not take the time to remember to complete the form at a later time where they can access Internet. Many residents lack technology skills and may find the process confusing or difficult. STAKEHOLDER A NALYSIS Residents with no Internet access will be encouraged to visit the Internet Performance Test website at a location that does have Internet (work,business, library) and submit a form that tells i -Valley that they have no Internet at their location OR they can contact the Economic Development Officer who can take their information and submit it to i -Valley on their behalf. Council members:As community influencers, Council members would be a valuable asset in disseminating information throughout the community, therefore, education would be key for this audience. Special Interest Group:Now Lunenburg County (NLC) is a not-for-profit special interest group that has advocated for a “big bang” solution to improving access to high-speed Internet in Lunenburg County. They held a public meeting to present their “big bang” idea to the community , handed out lawn signage to residents, and presented this idea to MO C Council.As community influencers, NLC could be a valuable asset in disseminating information throughout the community. There was a risk of this group refusing to participate in spreading the message due to their frustration that their “big bang” idea was not finding purchase with the Councils. RESEARCH MODL staff have reached out to another municipality that conducted an Internet Performance Test to review what worked and didn’t work in their community. From conversations with communications staff, they gathered the following important learnings: Brian Cullen guided the communications program execution at the Town of Pictou when the Town undertook an Internet Performance Test in 2017.43% of their households took the Internet Performance Test.“We presented it at Council, showed them the Heat Map, did the test for the Council to show them how easy it is. Then we did a flyer to every household. Did it in with the weekly flyers delivered to the door as an insert. We printed it on high gloss paper a nd put it on SOUTH SHORE INTERNET SPEED TEST COMMUNICATIONS PLAN JULY 2018 top. We also promoted it through the website and sent the flyer to Chamber of Commerce and other special interest groups,” said Cullen.“The flyer saw the best response.” KEY MESSAGES Help us bring better Internet to Lunenburg County. Take the Internet Performance Test at https://performance.cira.ca/southshore We have the ability to accept tests until Summer 2019, however, in order to get the data as soon as possible we are encouraging resi dents to take the test as often as possible before September 28 to be entered into a prize draw of $100 gift certificate to a restaurant of your choice in the Municipality of Chester. APPROACH A phased, call-to-action messaging through an integrated marketing campaign will meet our stated objectives.This should communicate an immediate need to action and contain the important details on how residents can participate in the program.MODL will work with a professional design agency to develop materials that are clear, consistent, easy to understand and that will engage the public.MOC will have access to these materials to customize for our own purposes. We will be open to collaboration opportunities with stakeholders, listening to their feedback online and incorporating their feedback into our communications efforts . As we progress through the contest period, we will change the content of the messaging to highlight how there’s only “X weeks left” to complete the Internet Performance Test in order to be eligible for the contest to create a sense of urgency. While the three municipal units will collaborate and share content copy and marketing design, each unit will execute their own tactics, and work towards their own objectives. DATE:August 1, 2018 SUBJECT:Approval of District Council Grants ORIGIN:Grants Program 2 Request For Decision /Direction IMPLICATIONS Policy Financial/Budgetary The total budget for District Council Grants is $17,500 or $2,500 per district. Environmental Strategic Plan Strengthen and support environmental, cultural, and social resources ATTACHEMENTS 1.Copies of two District Council Grant applications. 2018.08.07 Dear Warden & Councillors: I am writing in regard to the proposed Lakefront Overlay with two key comments: As an owner of a significant amount of Lakefront Property in the Municipality of the District of Chester, I am: 1.Fully supportive of implementing Bylaws to protect the water quality of all lakes in the District. Lakes are a key recreational and environmental asset. More attention to protecting the health of these sensitive areas is, in my opinion, very important. 2.Not supportive of a change in zoning for Lakefront Property from General Basic to a more restrictive zoning, particularly residential. A person’s choice to create a permanent, year-round home on a lake should not deprive others from an ability to create recreational opportunities for their families through seasonal placement of recreational vehicles on Lakefront Properties. The retention of the General Basic Zone in the revised LUB is therefore very important because it permits both uses. Currently, construction is underway to develop an RV Park on PID’s 60132172 , 60389483. To date, We have made a considerable investment in surveying , processing of road base material ( blasting, crushing and stocking piling aggregate) The road clearing and pad construction is underway. While I understand that a development agreement currently is not required, I would welcome the opportunity to speak with planning staff regarding any questions or concerns. I look forward to working with you to increase the number of residents and/or visitors to the District. Improving the economic development of rural municipalities is an important goal and creating recreational opportunities will be a key component of success.
