2018-546 ICIP FUNDING APPLICATION –CHESTER WASTEWATER TREATMENT PLANT
MOVED by Councillor Barkhouse, SECONDED by Councillor Church that the Committee of the
Whole recommend to Council to approve that the municipality’s application to the Investing in
Canada Infrastructure Program (ICIP) focuses on the Chester Wastewate r Treatment Plant.
CARRIED.
2018-547 BORROWING RESOLUTION –LINE OF CREDIT
MOVED by Councillor Assaff, SECONDED by Councillor Shatford that the Committee of the
Whole recommend to Council approve the authorization of a Borrowing Resolution allowing for
an operating line of credit in the amount of $600,000. CARRIED.

CURRENT SITUATION
A new private road naming request for a proposed private access to three or more future structures for
the Sensea Spa, serviced by Target Hill Road,Chester has been received.The land owner has proposed
the road name “Sensëa Road”.
RECOMMENDATION
It is recommended that Municipal Council approve the road name “Sensëa Road”.
BACKGROUND
When there are three or more addressable properties using an unnamed shared right -of-way/driveway,
the Nova Scotia Civic Address Users Guide states that this point of access must be named. According to P -
44, the road name is suggested following a majority agreement from the land owners that access their
properties by the shared right-of-way.In this instance, there is only one property owner,Sensëa Nature
Spa LTD., who is in favor of proposing the name “Sensëa Road”.
DISCUSSION
There are no similar road names within Chester Municipality or Lunenburg County.This is a unique road
name within the municipality and Nova Scotia.

CURRENT SITUATION
MODC has not yet appointed a municipal auditor for 2018 -19. This was an oversight at the September 27,
2018 Council meeting when the 2017-18 financial statements were approved.
RECOMMENDATION
That Municipal Council approve Grant Thornton as MOC’s 2018-19 municipal auditor.
BACKGROUND
Per Section 42(1)of the Municipal Government Act (MGA)the Council shall appoint a municipal auditor
who is registered pursuant to this Act to be the auditor for the municipality.
DISCUSSION
Grant Thornton is a registered municipal auditor and has been the MOC’s auditor for many years.
At this point in the year 2018-19, it is late in the year to request proposals for audit services and still have
an effective audit conducted. For future audit services for 2019 -20 and beyond, the question of whether
to request proposals for audit services, will be reviewe d with the Audit Committee who will make a
recommendation to Council.
