COMMUNITY SERVICES DIRECTOR'S REPORT
5.a ADMINISTRATION
5.a.1 DEPARTMENTAL OVERTIME DETAILS - JANUARY 2024

The Community Services Director reviewed the overtime details for the
period of January 1st to January 31st, 2024, showing the Sports
Centre over budget by 10.5 hours.
5.a.2 SUMMER STUDENTS 2024
The Community Services Director informed the Committee that
applications for summer students are now being accepted through the
Town website.
5.a.3 KINGS RSC - REGIONAL SPORT, RECREATION AND CULTURAL
INFRASTRUCTURE COMMITTEE
The Community Services Department informed the Committee that the
first meeting of this committee was held on January 23rd. The
committee passed a motion to approve the Terms of Reference and
agreed to prepare a listing of infrastructure in their respective
communities for the next meeting.
5.b COMMUNITY EVENTS
5.b.1 EVENTS MANAGEMENT COMMITTEE
There is nothing new to report on this item at this time.
5.b.2 2024 TOWN EVENTS
The Community Services Director reviewed a summary of current
events which the department is hosting:

5.c COMMUNITY ORGANIZATIONS
5.c.1 AGE -FRIENDLY COMMUNITIES
There is nothing new to report on this item at this time.
5.c.2 SUSSEX SKATING CLUB REQUEST
The Community Services Director reviewed a sponsorship request
from the Sussex Skating Club in support of their year-end ice show.

THAT Committee recommend to Council that Council approve a
sponsorship of $1,000 to the Sussex Skating Club in support of their
annual year-end ice show.

5.d FACILITIES OPERATIONS & MAINTENANCE
5.d.1 MAINTENANCE ACTIVITIES JANUARY 2024
The Community Services Director reviewed screenshots of the work
order details for the department for the period January 1st to January
31st, 2024. There were 246 work orders created, 225 were completed.
There were 141 work orders pass, 7 flagged for follow-up, 0 fails, 133
on time and 76 overdue.
5.d.2 WARD ONE FIELD HOUSE - CAPITAL UPGRADE
There is nothing new to report on this item at this time.
5.d.3 SPORTS CENTRE
5.d.3.1 ICE SPONSORSHIP PROGRAM
The Community Services Director informed the Committee
that staff have followed up with area businesses to solicit
support but have not received any further support for this
program.
5.d.3.2 COOLING TOWER REGISTRY
There is nothing new to report on this item at this time.

5.d.6 TENNIS CENTRE EXPANSION
The Community Services Director informed the Committee that
Administration expects to be bringing a recommendation forward for
consideration at the Committee of the Whole meeting next week.
5.e LANDSCAPE & BEAUTIFICATION
5.e.1 STREET ART - MURAL MAINTENANCE PROGRAM
5.e.1.1 WARD TWO - NOVATION AGREEMENTS
The Community Services Director informed the Committee
that the town solicitor is continuing to prepare agreements
for the four mural sites in Ward Two.
5.e.1.2 PUBLIC ART POLICY -ARTS CULTURE NB
The Community Services Director informed the Committee
that Administration is continuing to work with the Executive
Director of AX and the consultant to prepare a Public Art
Policy. More information will be provided at a later date.
5.e.2 STREET TREE PROJECT - MAIN STREET WEST
There is nothing new to report on this item at this time.

5.f RECREATION PROGRAMS
5.f.1 YOUTH PROGRAMS (10-14 YEAR OLDS)
The Community Services Director informed the Committee that the
following programs will be held in the community room of the arena on
Wednesdays starting at 6:00pm. Registration is required.
February 5 Paint and Sip (hot chocolate)
February 12 Paint and Sip (hot chocolate)
February 21 Entry level baking/making and exchange
5.f.2 YOUTH PROGRAMS (5-9 YEAR OLDS)
The Community Services Director informed the Committee that the
following programs will be held in the community room of the arena
every second Saturday starting at 11:00am. Registration is required.
February 24 Arts and Crafts
March 9 Group Games
5.f.3 YOUTH PROGRAMS 5-12 YEAR OLDS)
The Community Services Director informed the Committee that the
youth cheer program will be held in the community room of the arena
on Sundays starting at 6:00pm. The current session runs until the end
of March.
5.g TOURISM
5.g.1 DESTINATION MARKET READINESS (DMR)
There is nothing new to report on this item at this time.
5.g.2 RURAL UPPER FUNDY PARTNERSHIP INITIATIVE
There is nothing new to report on this item at this time.
5.g.3 KINGS RSC - REGIONAL DESTINATION MARKETING
ORGANIZATION
The Community Services Director reviewed the draft minutes of the
January 26th meeting of this committee. The Committee will soon be
beginning the process of regional brand development.

6. BUSINESS ARISING OUT OF MINUTES

6.a SUSSEX HOMELESSNESS INITIATIVE
The Community Services Director reviewed the Sussex Homelessness
Initiative currently being reviewed with Social Development and the
proposed uses of the Lion's Den at 58 Willow Court.
CSD Thorne informed the Committee that there have been many
discussions in January 2024 with Horizon Health Network, Social
Development, and various staff from the department. The proposed 3 -
month pilot project location is the Lion's Den on Willow Court.
The Department of Social Development has provided agreement in
principle for funding support for the pilot project. The space would be open
in the evenings, 7 days a week, depending on volunteer hours. An
assessment has been completed and determined that there are currently
20 to 25 homeless in the area.
The project organizers are asking Council to signal their support for the
project proposal with the condition that the project proponents inform all
property owners in the immediate area of the Lion's Den of the proposed
operations via a print handout.
The Committee held a lengthy discussion on the issue and securing a pilot
project in Sussex with the utmost concern for detailed security. A meeting
with the residents and volunteer group is scheduled for February 15, 2024.
Town Administration has been asked to draft a letter to advise residents of
the pilot project and to provide input.
7. NEW BUSINESS
7.a 2024 FIBROMYALGIAASSOCIATION LIGHTING REQUEST
CAO Hatcher reviewed the 2024 Fibromyalgia Associations purple lighting
request at O'Connell Park gates on May 12th.
The Committee consensus is to light the O'Connell Park gates in purple on
May 12th for the Fibromyalgia campaign.
7.b 2024 NATIONAL DENTAL HYGIENISTS' WEEK - LIGHTING REQUEST
CAO Hatcher reviewed the 2024 National Dental Hygienists Week purple
lighting request at O'Connell Park gates from April 4th to April 10th.
The Committee consensus is to light the O'Connell Park gates in purple
from April 4th to April 10th for National Dental Hygienists Week.

7.c NATIONAL BARREL HORSE ASSOCIATION SPONSORSHIP REQUEST
CAO Hatcher reviewed the sponsorship request received from the
National Barrel Horse Association.
Moved by: Councillor Milner
Seconded by: Deputy Mayor Wilson
THAT the request for sponsorship received from the National Barrel Horse
Association be filed by Committee.

7.d SUSSEX MINOR HOCKEY ASSOCIATION REQUEST
CAO Hatcher reviewed the Sussex Minor Hockey Association's request for
financial support for new uniforms from the Sussex and Area Community
Foundation and the requirement of a written agreement between Sussex
and Sussex Minor Hockey outlining the details of the project proposal.
CSD Thorne reviewed the draft agreement for consideration.

THAT Committee recommend to Council that Council authorize the Mayor
and Clerk to sign the Written Agreement between Sussex and Sussex
Minor Hockey Association to partner with them in their grant application to
Sussex & Area Community Foundation their Jersey Project.

THAT Committee recommend to Council that Council authorize the Mayor
and Clerk to sign the Sussex & Area Community Foundation Confirmation
of Written Agreement form on behalf of Sussex to partner with the Sussex
Minor Hockey Association for a grant for their Jersey Project.

7.e SPONSORSHIP REQUEST - BUTTERMILK BONSPIEL COMMITTEE
CAO Hatcher reviewed with Committee the sponsorship request received
from the organizing committee of the 2024 Buttermilk Curling Bonspiel.
Moved by: Councillor Milner
Seconded by: Councillor Brenan
THAT Committee recommend to Council that Council provide a
sponsorship in the amount of $500 for the 2024 Buttermilk Curling
Bonspiel. Motion Carried

7.f SUSSEX REGIONAL HIGH SCHOOL - YEARBOOK REQUEST
CAO Hatcher reviewed with Committee the Sussex Regional High School
year book sponsorship request.
Moved by: Mayor Thorne
Seconded by: Councillor Milner
THAT Committee recommend to Council that Council provide a gold
sponsorship in the amount of $120 in support of the Sussex Regional High
School year book.

7.g NB PUBLIC LIBRARY SYSTEM - STRATEGIC PLAN
CAO Hatcher reviewed with the Committee the NB Public Library System
2024 Strategic Plan.
The Committee held a brief discussion. Correspondence was received
and filed by Committee.
7.h KINGS COUNTY HISTORICAL AND ARCHIVAL SOCIETY REQUEST
CAO Hatcher reviewed the Kings County Historical and Archival Society
request.
The Committee held a brief discussion and Committee requested Town
Administration reach out to the society to offer a meeting room in Sussex a
few times a year and to inquire on other help that could be provided by
Sussex.
8. PERSONNEL
8.a APPOINTMENT TO THE NUTRIEN CIVIC CENTRE BOARD
Chairperson MacLeod reviewed with Committee that Ms. Carley Parish
would serve as a town representative on the Nutrien Civic Centre Board of
Directors.

Seconded by: Councillor Nelson
THAT Committee recommend to Council that Council appoint Ms. Carley
Parish as a town representative on the Nutrien Civic Centre Board of
Directors for a three-year term ending December 31, 2026.
