Kevin Glode 1 APPROVAL OF AGENDA Moved by: Councillor MacLeod Seconded by: Councillor Nelson THAT the Committee approve the agenda as presented. Motion Carried 2. DISCLOSURE OF CONFLICT OF INTEREST No members present declared a conflict on any of the items on the agenda at this time. 3. APPROVAL OF MINUTES MEETING #13-24 Moved by: Councillor Nelson Seconded by: Councillor Maguire THAT the Committee approve the minutes of meeting 13-24 as circulated. Motion Carried 4. DELEGATION 4.a RICHARD PEARSON Chairman Milner welcomes Mr. Pearson to tonight's meeting. He has two items to discuss this evening. Mr. Pearson indicated he is using a stopwatch this evening. 2 4.a.1 HOUSING Not as prepared for this topic. • Mr. Pearson has questions about the height of buildings. • CAO Hatcher provides the reasoning on the max height of 11.5 meters. • Losing identity of rural community. • Mr. Pearson would argue that the lower end of town be developed higher and find a new aerial fire apparatus to service the added height. • Talks about his container house that he wants to build. • Start with one level and if successful, maybe add a second floor at a later date. • Plant cedar trees if people's neighbors don't like what you are doing. • Highlights the Kings County Record article. Correspondence received and filed by the Committee. 4.a.2 POLICING SERVICES • Mr. Pearson is an investor in business, children, and community. • Acknowledged the prompt meeting with the RCMP and the Mayor's message post on the Sussex website. • Owns six (6) properties in Sussex and as such he is a shareholder in the town. • He is a shareholder and wants answers to his questions. • His understanding is that the RCMP are controlled by Sussex. • Wants to know what the contract costs and requirements of service. • Wants police at every Protective Services meeting. • Believes the contract requires 15 members at all times in Sussex. • Establish a policing model for the community. • Believes there should be 24/7 coverage. • "Hen house" left open to criminals. 3 • Mr. Pearson expects the province to "back us up." • Set up for a form of lawlessness currently. • Off road lawlessness in Ward 2 of Sussex. • Concludes his respect to police, fire, and ambulance. Mr. Pearson commits to send a copy of his presentation by email. 5. POLICE SERVICE REPORT 5.a RCMP 3RD QUARTER RSC8 REPORT CAO Hatcher reviews the 3rd quarter Kings RSC report. Correspondence received and filed by the Committee. 6. ANIMAL CONTROL REPORT By-law Enforcement Officer Butcher indicates the Town doesn't have the January 2024 statistics. 7. FIRE SERVICE REPORT 7.a IN TOWN CALLS - JANUARY 2024 Chief Reicker reviews the in -town calls for January 2024 with the Committee. There were 8 calls in January 2024, 16 calls in January 2023. There were 8 calls year to date January 2024, 16 calls year to date in January 2023. • 1 Hydro Pole/Downed Wires • 1 Vehicle Fires • 2 MVC • 2 Public Assistance • 2 Medical Assistance 7.b OUT OF TOWN CALLS - JANUARY 2024 Chief Reicker reviews the out-of-town calls for January 2024 with the Committee. There were 16 calls in January 2024, 8 calls in January 2023. There were 16 calls year to date 2024, 8 calls year to date in 2023. • 1 Structure Fire — Residential — Minor • 1 Structure Fire — Residential Major • 1 Hydro Pole/Downed Wires • 3 Flue Fires 4 • 1 Vehicle Fires • 5 MVC • 3 Public Assistance • 1 Mutual Aid A grand total of 24 calls in January 2024, compared to 24 in January 2023. 24 grand total calls year-to-date, compared to 24 total calls for the same period in 2023. 7.c VOLUNTEER HOURS - JANUARY 2024 Chief Reicker reviews the report which indicated that the number of volunteer hours by fire service personnel for the month of January 2024 totaled 155.00 hours. Volunteer hours for the same period last year totaled 131.50 hours. Details of volunteer hours include the following: • 20.00 Monthly Meetings • 16.00 Officers' meetings • 4.00 Zone 1 meetings • 2.00 Royal meetings • 2.00 EMO radio • 111.00 In-house training • $2,718.70 cost equivalent of volunteer hours The volunteer hours for this year to date totaled 155.00 hours, and in the same year to date in 2023 were 131.50 hours. Total hours for fire calls in January 2024 are 407.50 hours in comparison to 504.00 hours for the same period in 2023. There were 407.50 total hours this year to date, and 504.00 hours for the same period 2023. 7.d SUSSEX FIRE - OFFICER'S MEETING MINUTES - DECEMBER 28, 2023 Chief Reicker reviews with the Committee the Officer's meeting minutes of December 28th, 2023. Received and filed by the Committee. 7.e SUSSEX FIRE REGULAR DEPARTMENT MEETING MINUTES - JANUARY 04, 2024 Chief Reicker reviews with the Committee the Sussex Fire Regular Department meeting minutes for January 4th, 2024. 5 Received and filed by the Committee. 7.f SUSSEX FIRE - FIRE PREVENTION SAFETY EDUCATION REPORT JANUARY 04, 2024 Chief Reicker reviews with the Committee the Fire Prevention and Safety Education report for January 4th, 2024. Received and filed by the Committee. 8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT 8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE The Monthly Building Permit Report indicated that 8 permits were issued during the month of January 2024 with a total evaluation of $113,500.00 while January 2023 permits were valued at $121,501.00. 8.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL Report to Council will be filed with Council at their regular meeting. 8.c BUILDING PERMIT ENFORCEMENT Building Inspector Butcher indicated that there is nothing new to report on this item at this time. 8.d ENFORCEMENT AND BY-LAWS 8.d.1 23 - 25 PETER STREET - PID #00263558 Work continues on the interior of the structure. 8.e REQUESTS FOR APPROVAL 8.e.1 NBBOA - ANNUAL CONVENTION AND MAINTENANCE TRAINING Building Inspector Butcher requests approval for Shannon Graham and himself to attend the NBBOAAnnual Conference & Maintenance Course in Saint John from April 10th to 12th, 2024. Combined expenses for this AGM are a total of $2,630.00, inclusive of HST. Moved by: Councillor Brenan Seconded by: Deputy Mayor Wilson THAT the Committee recommends to Council that Council approve that Kris Butcher and Shannon Graham attend the NBBOAAnnual Conference & Maintenance Course from April 10th, 2024, to April 12th, 2024, for a combined total of $2,630.00 inclusive of HST. Motion Carried 6 8.e.2 CLOUD BUILDING PERMITTING SOFTWARE - PROCESS IMPROVEMENT Building Inspector Butcher reviews with the Committee his approval request to purchase Cloudpermit software at the cost of $6,000 billable annually for a three-year term, as well as a one-time implementation fee of $1,000 exclusive of HST. Moved by: Deputy Mayor Wilson Seconded by: Councillor MacLeod THAT the Committee recommends to Council that Council purchase Cloudpermit software at the cost of $6,000 billable annually for a three- year term, as well as a one-time implementation fee of $1,000 exclusive of HST. NEW BUSINESS 9.a IOM CHIEF REICKER - DCI TRAINING PER -INCIDENT AND FIRE DYNAMICS Chief Reicker reviews with the Committee the proposed DCI training Pre - Incident and Fire Dynamics. Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT the Committee recommends to Council that Council approve the engagement of DCI (David Candy) to instruct a course on Pre -Incident Planning and Understanding Fire Dynamics in Modern Building Construction for a cost of $1,150.00 inclusive if HST and milage. Motion Carried 9.b IOM CHIEF REICKER - FIREFIGHTER RESIGNATION, COLE YOUNKER Chief Reicker reviews with the Committee the resignation of Fire Fighter Cole Younker. Moved by: Deputy Mayor Wilson Seconded by: Councillor Babbitt THAT the Committee recommend to Council that Council accept with regret the resignation of Fire Fighter Cole Younker. Motion Carried 7 9.c IOM CHIEF REICKER - FIRE TRAINING ASSOCIATES LEADERSHIP CONFERENCE Chief Reicker reviews with the Committee the upcoming Fire Training Association's Leadership Training event to be offered in Fredericton on April 6, 2024. Moved by: Deputy Mayor Wilson Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council authorize approval of up to 6 members to attend this training at a cost of $2,223.00 inclusive of conference fees, travel, and 1 meal per attendee. Motion Carried 9.d IOM CHIEF REICKER - LEVEL 1 TRAINING INSTRUCTOR Chief Reicker reviews with the Committee the opportunity to accelerate the Level 1 Firefighting Certification program through NBCC at a cost of $173.98 per instruction payable to Mr. Mark Livingstone. Moved by: Councillor Brenan Seconded by: Councillor Bobbitt THAT the Committee recommends to Council that Council approve the engagement of Mark Livingstone to assist in the Level 1 training Sussex Firefighters. Motion Carried 9.e IOM PURCHASE SCOTT - FIREFIGHTERS PROTECTIVE CLOTHING QUOTATION CAO Hatcher reviews with the Committee the recommendation from Purchaser Scott to secure six (6) replacement sets of firefighter protective clothing. Moved by: Deputy Mayor Wilson Seconded by: Councillor Nelson THAT the Committee recommends to Council that Council approve the purchase of six (6) set of firefighter protective clothing from Safety Source, under CANOE Procurement Firefighter PPE Program contract #D32620 - L10 for a total cost of $19,620.00 exclusive of HST. Motion Carried 9.f DRAFT BY-LAW 1100-24 - UNSIGHTLY PREMISES CAO Hatcher introduces the Draft By-law 1100-24, a By-law dealing with Unsightly Premises. 8 Brief discussion on the need to adjust the title block to include the Town's new corporate name and also have the Town Solicitor review the penalty section of the Draft By-law. Moved by: Councillor Brenan Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council begin the enactment process of Draft By-law 1100-24, the Unsightly Premises By- law. Motion Carried 9.g DRAFT BY-LAW 701-24 MAINTENANCE AND OCCUPANCY STANDARDS CAO Hatcher reviews with the Committee the proposed Draft By-law 701- 24 the Maintenance and Occupancy Standards in Sussex. Moved by: Councillor MacLeod Seconded by: Councillor Nelson THAT the Committee recommend to Council that Council begin the enactment process for By-law 701-24 a By-law dealing with the Maintenance and Occupancy Standards for Sussex. Motion Carried 9.h DRAFT BY-LAW 750-24 NUISANCE CAO Hatcher reviews with the Committee the proposed Draft By-law 750- 24 for Committee consideration. Moved by: Deputy Mayor Wilson Seconded by: Councillor Brenan THAT the Committee recommend to Council that Council begin the enactment process of By-law 750-24, a By-law dealing with Nuisance in Sussex. Motion Carried 9.i IOM CHIEF REICKER - SUSSEX FIRE SERVICE MASTER PLAN STUDY CAO Hatcher reviews with the Committee the Sussex Fire Service Master Plan concept. Brief discussion on the necessity to develop a Fire Service Master Plan for the new Sussex and the approximate costs of $60,000 to complete this plan. 9 Brief discussion on the necessity to schedule a water system analysis and a fire underwriters survey to provide the complete future servicing need of the new Community. Moved by: Councillor Nelson Seconded by: Councillor Bobbitt THAT the Committee recommend to Council that Council request Town Administration begin the request for proposal process to undertake a Sussex Fire Service Master Plan. Motion Carried 10. ACCOUNTS Moved by: Councillor Brenan Seconded by: Councillor MacLeod THAT the Committee recommend to Council that Council approve for payment the Protective Services Committee accounts for the month of January 2024 totaling $59,564.48 Motion Carried 11. DATE OF NEXT SCHEDULED MEETING - MARCH 11, 2024 The next regular meeting is scheduled for March 11, 2024, at 6:00 pm. 12.
