MOTIONS REQUIRING APPROVAL OF COUNCIL FROM FEBRUARY 7, 2019 COMMITTEE OF THE WHOLE MEETING 2019-039 Approval of Agenda and Order of Business approved. 2010-040 Minutes of the January 24, 2019 Committee of the Whole approved 2019-041 WATER POLL VOTE RESULTS AND DIRECTION MOVED by Councillor Hector, SECONDED by Councillor Assaff that the Committee of the Whole recommend to Council to not proceed with construction of the Chester area central water utility project proposed to the area in the January 2019 poll and direct staff to develop a report and recommendation with respect to short and long term options that could be considered to address water supply problems throughout the municipality including potential localized alternatives. CARRIED. 2019-042 RECEIPT OF 3RD QUARTER 2018/19 FINANCIAL REPORT/FORECAST QUARTERLY REPORT MOVED by Councillor Church, SECONDED by Councillor Assaff that the February 7, 2019 Report for Information –3rd Quarter 18/19 Financial Report/Forecast Quarterly Report as present ed by the Director of Finance be received. RECOMMENDATION It is recommended that Municipal Council approve the road name “Forest Vale Way”. BACKGROUND When there are three or more addressable properties using an unnamed shared right -of-way/driveway, the Nova Scotia Civic Address Users Guide states that this point of access must be named. According to P- 44, the road name is suggested following a majority agreement from the land owners that access their properties by the shared right-of-way.In this instance, there is only one property owner,Sensëa Nature Spa Ltd., who is in favor of proposing the name “Forest Vale Way”. DISCUSSION There are no similar road names within Chester Municipality or Lunenburg County.This is a unique road name within the municipality and Nova Scotia. Comments received for “Forest Vale Way”: -Municipal Engineer –Matthew Davidson:agree with proposed name -Chester Area Fire Department –Everett Hiltz:agree with proposed name -District 3 Councillor –Councillor Danielle Barkhouse: no objection to the proposed name IMPLICATIONS Policy Policy P-44 –New Road Names and Road Name Changes Financial/Budgetary A new road sign (with accessory materials) will be purchased and posted by the Engineering &Public Works Department.
