MUNICIPALITY OF CHESTER – Council for the Municipality of Chester has voted not to proceed
with construction of a central water system serving the Village of Chester. The decision comes
after months of public consultation that culminated in a poll of property owners in the Village.
The poll, done near the end of January, showed mixed support for the proposed project, with
43% in favour of proceeding and 57% opposed.
“Community consultation, with property owners in particular, was a very important factor in
our decision as they would bear the most direct financial impact,” says Allen Webber, Warden
for the Municipality. “Overall, feedback was constructive, and we appreciate those who took
the time to contribute to the discussion.”
The estimated $48 million project anticipated 73% of its funding from provincial and federal
governments, with the remainder of the costs shared amongst property owners in the service
area; a cost too high to proceed without the support of the majority of property owners.
“We know property owners experiencing water-quality issues are still looking for help in finding
solutions. The Municipality plans to investigate potential short- and long-term options,” says
Warden Webber.
Although the immediate will of the majority of property owners was to forgo a proposed
central water system, Council recognized that a supply of clean and safe drinking water is
necessary to sustain the Village of Chester, and all communities in the Municipality. An options
report will be presented by the Municipality that will propose some solutions for residents
experiencing water quality and quantity issues.
