It is designed to bring attention to municipalities and how they serve the citizens of Nova Scotia. As such, the Municipal Awareness Week Committee would like to host an event that gives MOC a positive presence in the Municipality. A Midsummer Night Carnivale has an old-fashioned, gypsy carnival atmosphere with street performers, food trucks, musical entertainers, tents, lights, games, and children’s activities. We propose partnerships with area community groups so they can use the event as a small fundraising opportunity. If we move forward and the event is successful, we suggest moving it (in true gypsy fashion) to other districts from year to year. RECOMMENDATION Engage residents, businesses and community groups in the Midsummer Night Carnivale. BACKGROUND In 2016, Council directed staff to participate in MAW. Three Councillors and the Communications Officer were appointed to an informal planning committee to explore ways to highlight municipal services in the community. It serves as a reminder to citizens of our role and the opportunities available to not only taxpayers, but all residents and businesses. Since 2016, we have actively participated with recreational events, informative activities, and the distribution of relevant information. REPORT TO: Municipal Council SUBMITTED BY: Municipal Awareness Week Committee DATE: May 17, 2019 SUBJECT: MIDSUMMER NIGHT CARNIVALE ORIGIN: Municipal Awareness Week Committee 2 Request For Deci sion DISCUSSION Because MAW takes place in November, the weather severely limits our ability to hold outdoor activities and limits participation in events during the daytime. Therefore, the Committee discussed promoting Municipal Awareness Week “all year round,” which would remove restrictions on planning and allow us to hold the kind of events that people would want to attend rather than avoid. Although, Midsummer Night Carnivale does not focus on the traditional municipal services that generally get the most attention, such as waste and sewer collection, it reinforces our support and relationships with residents, businesses, and community groups. It also supports the Municipality’s role in economic development and recreation services. Added benefits are positive image reinforcement, improved community relations and community spirit. We propose making the connections through promotional material available to participants and announcements throughout the event by our emcee. IMPLICATIONS Financial/Budgetary $15,000.00 Work Program Implications An event of this magnitude will impact the workload of the Communications Officer, six summer staff who will be present on the day of, Public Works staff who will assist with transporting materials, and several Recreation staff who will help with planning/implementing OPTIONS 1. Move ahead with the Midsummer Night Carnivale with the proposed budget. 2. Move ahead with an event with a decreased budget. 3. Maintain status quo. COMMUNICATIONS (INTE RNAL/EXTERNAL) Continually improve public satisfaction with municipal services; Strengthen and support environmental, cultural, and social resources; Continually reinforce the positive image of the Municipality through leadership in public engagement and communication; Promote conditions conducive to fostering economic prosperity.
