1 APPROVAL OF AGENDA

THAT the Committee approve the agenda as presented.

2. DISCLOSURE OF CONFLICT OF INTEREST
No members present declared a conflict on any of the items on the agenda at
this time.
3. APPROVAL OF MINUTES - MEETING #14-24

THAT the Committee approve the minutes of meeting 14-24 as circulated.

4. DELEGATION
4.a Richard Pearson - Proposed By-law 1100-24 Dangerous or Unsightly
Premises and 701-24 Maintenance and Occupancy Standards for
Residential Properties
Chairman Milner welcomes Mr. Richard Pearson to the meeting.
• Talks about two By-laws; 1100-24 and 701-24.
• Asks at what stage the By-laws are at in the approval process.

• His goal is to delay or postpone the enactment of the new By-laws.
• Requires explanation of the 18- and 16 -page By-laws.
• Speaks on Ward 2 and forced amalgamation and rural nature of
Ward 2.
• He requested a meeting or phone conversation with Mayor Thorne.
Mayor Thorne could not meet but there was time to place two
responses to a social media post.
• How long have we been working on flood mitigation.
• Decade of nothing from his payment of taxes.
• Does not believe a Building Inspector should have authority to
enter his private property.
• Ward 2 is more rural in nature.
Chairman Milner thanks Mr. Pearson for his presentation.
Chairman Milner welcomes Ms. Gray to the meeting.
Requests an update on where we are with flood mitigation.
Mayor Thorne highlights the history of flooding in Sussex.
Mayor Thorne provides an explanation of the status of the Town's solution
and funding applications.
Highlights the adverse effects of dredging.
Bob Horncastle - Holman Avenue, requires clarification on the diversion
channel and the homes impacted.
5. POLICE SERVICE REPORT
Sergeant Glode reviews with the Committee the February 2024 statistics:
• 379 Total calls year-to-date in Ward 1.
79 Total calls year to date in Ward 2.
• 8 Assaults in Ward 1.
2 Assaults in Ward 2.
• 7 Break and enters in Ward 1.
• 1 Drug offence in Ward 1.
• 6 Fraud in Ward 1.
1 Fraud in Ward 2.
• 10 Mental Health Act in Ward 1.

• 3 Motor vehicle theft in Ward 1.
• 1 Theft over $5,000 in Ward 1.
• 343 All other occurrences in Ward 1.
76 All other occurrences in Ward 2.
The "All Other Occurrences" category may include the following:
• Agency defined activities (abandoned 911 calls, false alarms, assistance
to the public, assistance to other agencies, suspicious persons, etc.)
• Other criminal offences (breach of court order, domestic violence,
offences under Federal Acts, etc.)
• Traffic -related offences (Motor Vehicle Act offences, traffic collisions, etc.)
Number of break and enters have been resolved in January.
Looking forward to becoming involved in the community over the next several
months.
Brief discussion on the necessity of visibility in the community.
6. ANIMAL CONTROL REPORT
Director of Public Works Butcher reviews with the Committee the Animal Control
Reports for January and February 2024.
• 1 Dog complaint in January 2024 in Ward 2.
• 2 Dog complaints in February 2024 in Ward 1.
Reports received and filed by the Committee.
7 FIRE SERVICE REPORT
7.a IN TOWN CALLS
Chief Reicker reviews the in -town calls for February 2024 with the
Committee. There were 14 calls in February 2024, 19 calls in February
2023. There were 22 calls year to date in 2024, 35 calls year to date in
2023.

• 1 Hydro Pole/Downed Wires
• 3 MVC
• 1 Dumpster/Garbage Fire

7.b OUT OF TOWN CALLS
Chief Reicker reviews the out-of-town calls for February 2024 with the
Committee. There were 9 calls in February 2024, 2 calls in February 2023.
There were 25 calls year to date 2024, 10 calls year to date in 2023.
• 1 Alarm Response — Comm/Ind — Non -Human Error
• 2 MVC
• 1 Grass/Brush/Mulch Fire
• 2 Off Road Rescue
• 1 Medical Assistance
• 2 Mutual Aid
A grand total of 23 calls in February 2024, compared to 21 in February
2023. 47 grand total calls year-to-date, compared to 45 total calls for the
same period in 2023.
7.c VOLUNTEER HOURS
Chief Reicker reviews the report which indicated that the number of
volunteer hours by fire service personnel for the month of February 2024
totaled 353.50 hours. Volunteer hours for the same period last year totaled
273.00 hours.
Details of volunteer hours include the following:
• 17.00 Monthly Meetings
• 2.00 EMO radio
• 100.50 In-house training
• 234.00 Certified courses
• $6,200.39 cost equivalent of volunteer hours
The volunteer hours for this year to date totaled 508.50 hours, and in the
same year to date in 2023 were 404.50 hours.
Total hours for fire calls in February 2024 are 420.00 hours in comparison
to 268.00 hours for the same period in 2023. There were 827.50 total
hours this year to date, and 772.00 hours for the same period 2023.

Safety Education report for February 1st, 2024.
8. BUILDING INSPECTION / BY-LAW ENFORCEMENT REPORT
8.a MONTHLY BUILDING PERMIT REPORT TO COMMITTEE
The Monthly Building Permit Report indicated that 6 permits were issued
during the month of February 2024 with a total evaluation of $368,095
while February 2023 permits were valued at $24,000.
8.b MONTHLY BUILDING PERMIT REPORT TO COUNCIL
Report to Council will be filed with Council at their regular meeting.
8.c BUILDING PERMIT ENFORCEMENT
Building Inspector Butcher indicated that there is nothing new to report on
this item at this time.
8.d ENFORCEMENT AND BY-LAWS
8.d.1 23 - 25 PETER STREET PID 00263558
A Notice to Comply was posted on the building on Wednesday,
September 27th, 2023. A letter of appeal was received from the
property owner. An extension was granted and the deadline was
moved to April 30th, 2024.
Work continues on renovations at this location.

8.e BY-LAW ENFORCEMENT
By-law Enforcement Officer Butcher indicated that there is nothing new to
report on this item at this time.

8.g REQUESTS FOR APPROVAL

9. BUSINESS ARISING OUT OF MINUTES
Nothing to report at this time.
10. NEW BUSINESS
10.a IOM CHIEF REICKER - DCI TRAINING, MIDRISE AND STANDPIPE
Chief Reicker reviews with the Committee the proposed midrise and
standpipe training need of Sussex Fire Department. Brief discussion on
the training of 24 members.

Seconded by: Deputy Mayor Wilson
THAT the Committee recommends to Council that Council authorize
midrise and standpipe training undertaken by DCI on May 15th, 2024, at a
cost of $1,150.00 inclusive of HST and expenses.

10.b IOM CHIEF REICKER -AUTO EXTRICATION COURSE
Chief Reicker reviews with the Committee the proposed auto extrication
training course through NBCC to be held on April 12th -14th, 2024.

THAT the Committee recommends to Council that Council authorize an
auto extrication training course through NBCC on April 12th -14th for an
amount not to exceed $2,500.00.

10.c IOM CHIEF REICKER - FIRE PREVENTION CONFERENCE APRIL 2024
Chief Reicker reviews with the Committee the request for 2 members to
attend the Annual 2024 New Brunswick Association of Fire Prevention
Officers and Educators Seminar to be held in Fredericton April 26-28,
2024.

THAT the Committee recommends to Council that Council authorize two
(2) Fire Department members to attend the 2024 NB Association of Fire
Prevention Officers and Educators Seminar to be held in Fredericton, April
26-28, 2024, in the amount of $1,195.00 inclusive of meals, travel,
accommodations and registration.

10.d NB COMMAND, ROYAL CANADIAN LEGION - 2024 MILITARY
SERVICE RECOGNITION
CAO Hatcher reviews with the Committee the 2024 advertisement request
received from the NB Command, Royal Canadian Legion to place an ad in
the 2024 Military Service Recognition Publication.
Brief discussion on the Town's history with the military and our support of
the publication over the years.

THAT the Committee recommend to Council that Council authorize the
purchase of a 1/10 -page business card color advertisement in the 2024
Military Service Recognition Book in the amount of $305.00 inclusive of
HST.

10.e LETTER MP MOORE - SUSSEX DMAF 2024-03-04
CAO Hatcher reviews with the Committee the letter received from MP
Moore in support of the Town's DMAF.
Brief discussion. Letter received and filed by the Committee.

12. ACCOUNTS

THAT the Committee recommend to Council that Council approve for payment
the Protective Services Committee accounts for the month of February 2024,
totaling $32,917.28.
