OBLIGATIONS AND RESPONSIBLITIES UNDER LEGISLATION The Municipality of the District of Chester is committed to workplace safety and all employees are expected to actively participate in the Municipality’s Occupational Health and Safety Policy and Program and Safety Legislation as well as Regulations of the Province of Nova Scotia The Municipality of the District of Chester complies with the Employment Legislation of Nova Scotia and all employees are also expected to act in accordance to the appropriate Legislation as well. QUALIFICATIONS  Diploma in the Geographic Sciences - Community & Environmental Planning Concentration or comparable education or work-related experience  Proficiency in use of Microsoft Office Suite, graphic design and publishing software (Adobe Illustrator, InDesign)  Demonstrated working knowledge of Geographic Information Systems (GIS)  Working knowledge of Part 8 and Part 9 of the Municipal Government Act, and Municipal Land Use Planning documents  Class 5 driver’s license. Must be able to work independently and in a team environment SUMMARY OF FUNCTION Application Processing 1. Provides applicants with appropriate application for building and development projects. Development & Planning Technician 2 2. Provides support and act as back-up to the Development Officer. 3. Receives applications and conduct initial review for completeness; inform applicants if additional information is required. 4. Calculates basic fee charges. 5. Maintains a variety of logs and records on permits, fees, and inspection schedules using both automated permitting systems and electronic records systems 6. Reviews forms and submitted materials for basic compliance and completion. Customer Service 1. Provides a wide variety of information to the public over-the-counter or on the telephone concerning permits, fee requirements, inspections, municipal regulations and procedures. 2. Accepts and logs complaints on development violations. 3. Assists in maintaining and administering inspection scheduling system. Research and File Management 1. Assist in preparing official file for projects that have been approved. 2. Utilizes automated equipment and software to make inquiries concerning property parcels and assessment records. 3. Collects and assembles a variety of information and statistical data to maintain and prepare periodic reports of activities and fee collection. 4. Conducts site visits, field surveys, photography, questionnaire development and administration 5. Assists in maintaining plan, permit, fee, inspection and related files. 6. Operates a variety of office equipment and related applications software to update and maintain files and documents. 7. Maintain, research, and provide municipally held public records in accordance with Provincial Law and Municipal Policy. 8. Undertakes and completes planning related research and analysis and reports on the results Civic Address Co-Ordinator 1. Maintains the Civic Numbering System including: a. Addressing Public Inquiries b. Administration of the By-law No 139, Civic Addressing By-law including: i. Assigning Civic Numbers to new Buildings in accordance By-law No 139 ii. Overseeing Road Naming, Road Name Changes and Community Name Changes in accordance with all applicable policies and by-laws and provincial guidelines iii. Coordinating the notification of outside agencies regarding Civic Numbering changes iv. Uses G.P.S. equipment to locate civic address points and roads. c. Maintains and updates the Nova Scotia civic Address File (NSCAF). 2. Coordinates the petition process for Private Street Improvement By-Law No. 72, as well as paving petition requests Development & Planning Technician 3 Communications 1. Prepares, issues, and releases a variety of permits, documents and informational materials on development and land use. 2. Prepares Bylaws, Notices and Agendas for Public Hearings. 3. Updates and maintains any information on Municipal website related to Community Development Department, including development applications, meeting dates, etc. 4. Assists in the preparation of documents, reports, and presentations for review and distribution by Community Development staff. 5. Maintains current list of all government agencies, contacts, contractors, etc. for internal use of staff. 6. Collects and compiles data, research material and other information required for planning projects, prepares tabulated data required with quality standards, collaborates with Planners and other to determine needs and follows up on additional resources as required. 7. Prepares maps and graphics, tables and other materials for reports, advertisement and presentations to Committees of Council, working groups and various public meetings. GENERAL KNOWLEDGE AND SKILLS  General knowledge of plan and map interpretation and scaling  Show a willingness and aptitude to learn new skills  Demonstrated competence at planning and development control work  General knowledge of Property Law  General knowledge of cartographic and drafting techniques, both manual and digital  Knowledge of computer systems, and computer applications sufficient for the operation of computer software and hardware necessary for efficient work within the department and for interdepartmental data sharing.  ESRI GIS software, Adobe Creative Suite  Excellent organizational skills and ability to multi-task  Ability to work independently or as a team member  Effective written, oral, and graphic communications skills  Valid driver’s license and willingness to travel, both within and outside of the Municipality.
