HomeMy Public PortalAboutSidewalk & Roadways - Inspections and Maintenance ofPage 1 of 2 COUNCIL POLICY SECTION: Public Works TITLE: Sidewalk and Roadways – Inspection and Maintenance PURPOSE: The Town of Oliver wishes to demonstrate that balanced against the nature and quality of the risks involved, the Town of Oliver system of sidewalk and roadway inspections is reasonable in light of all circumstances including budgetary limits, available personnel and equipment and the criteria of wanting to meet the standard duty of care. POLICY STATEMENTS: 1. For annual budget preparation purposes, the Director of Operations or their designate will annually inspect all sidewalks and roadways within the Town boundaries to determine areas requiring repairs and/or replacement. 2. Town officials and staff, especially the street and sidewalk sweepers and those who apply weed killer as part of the crack and crevice program attempt to do everything within their means to reduced possible hazards on a continuous basis by following this direction: “On an ongoing basis, please observe the condition of sidewalks and roads in the Town and advise the Director of Operations or their designate, of any defects so that repairs can be carried out forthwith”. Effective Date: February 23, 1998 Reviewed by Council: May 25, 2020 (no revisions, updated) Sidewalk and Roadways – Inspection and Maintenance Page 2 of 2 For height differentials between sections of sidewalks, the courts are accepting the following definitions: Trip Hazards Level 1 a differential of less than 1.25 cm (1/2 inch) shall be documented and reviewed on the next scheduled inspection. Level 2 a differential between 1.25 cm (1/2 inch) and 2.25 cm (1 inch) must be placed on a list for repairs as resources allow. Level 3 a differential of 2.5 cm (1 inch) or greater must be repaired as quickly as possible. When noted, these conditions should be marked for public notice immediately. 3. A minimum of twice annually by March 31 and September 30 where the weather conditions and authorized staffing permit, an asphalt crew with maintenance equipment observe all sidewalks and roadways in the Town and repair or schedule for repair, any noted defects (e.g. potholes and sidewalk level differentials). 4. Members of the public are encouraged to immediately report any observed defects in sidewalks and roadways in the Town to the Town Hall or Public Works Yard personnel.
